Chief Minister Hemant Soren today said that such a document should be prepared through the budget, so that the state can move forward on the path of all-round development with the solution of the basic problems here. For this, it is necessary that the resources are used in the best possible way. The CM was addressing a the pre-budget seminar in connection with the preparations for Abua Budget- 2025-26 at the Jharkhand Ministry today.
He said that experts from various subjects have given many important and effective suggestions for the budget to be ideal and the best. These suggestions will be studied seriously and considered for inclusion in the budget, so that we can move forward in the direction of sustainable and inclusive development. The CM emphasized that Jharkhand has to collect revenue itself and also spend it to stand on its own feet. We have to arrange our own resources and also spend money for the development of various sectors as per the need. In such a situation, the wheel of development of the state will not move forward until we are strong with financial resources. Therefore, all departments should take concrete steps to explore the possibilities of revenue collection.
The CM said that for sustainable development, plans should be made keeping the long term in mind. For this, it is important to have a strong foundation. If the foundation is strong, then in future the building can be made taller. This is the reason why our government is laying special emphasis on strengthening the foundation by setting priorities so that its maximum utility can be proved in future also.
The CM said that the amount allocated to various departments in the budget should be spent and its outcome should also be assessed. So far it has been seen that special emphasis has not been given on how much benefit is being received from the amount spent. Due to this, the assets we have created are not being used properly. In such a situation, while preparing assets, it is important to keep in mind its positive and negative aspects. In this direction, we will have to do better management to remove the negative aspects.
The CM said that even today 70 percent of the population in Jharkhand does not have any budget of their own. They do not have any plan of where the income will come from and where the expenditure will be made. Because of this, they are left behind. But, our government has provided them many resources through its policies and schemes, through which they are getting empowered.
The CM said that the Jharkhand Mukhyamantri Maaniyan Samman Yojana has been started with the intention of empowering half the population of the state, which has given this state a distinct identity across the country. He assured that due to this scheme, there will be no additional burden on any particular person. For this, funds will be raised from internal resources. The CM said that the budget should be such that it promotes employment generation. There should be comprehensive arrangements to provide self-employment along with employment. For this, concrete steps should be taken for employment generation along with the solution of employment related problems.
Experts from different subjects from across the country gave many important suggestions regarding what provisions should be made to strengthen and advance various sectors in Budget 2025-26. Among them, former education specialist of UNICEF, Vinoba Gautam gave suggestions on education, Professor S Chandrashekhar of Indira Gandhi Institute of Development Research on development economics, Professor Sudhanshu Bhushan of NIEPA on higher education, Dr. Nidhi Agarwal of IIM Udaipur on agriculture and Professor V N Alok of Indian Institute of Public Administration, New Delhi on public finance. The Chief Minister felicitated these experts who gave important suggestions regarding budget making.
The Chief Minister awarded Anish Kumar Murarka, Nitish Kumar and Ram Pravesh Ram who gave the best suggestions through Abua Budget Portal in the pre-budget seminar. Apart from this, certificates were also given to those who gave better suggestions.
The pre-budget seminar was attended by Finance Minister Radhakrishna Kishore, Chief Secretary Alka Tiwari, Additional Chief Secretary to the Chief Minister Avinash Kumar, Principal Secretary Mastram Meena, Secretary Prashant Kumar, State Finance Commission member Dr. Harishwar Dayal along with Principal Secretaries/Secretaries of various departments and other officers and experts of various subjects from across the country.
