Chaos erupted in the Municipal Corporation of Delhi (MCD) House on Wednesday as councilors from the AAP and BJP engaged in heated exchanges, drawing the mayor's rebuke. BJP, AAP and the Congress have alleged each other of disrupting the House proceedings by creating chaos.
AAP and BJP councillors stood on tables and chairs and raised slogans against each other. AAP members chanted "Gundagardi Nahi Chalega," while BJP councillors responded with "Arvind Kejriwal Sharm Karo, Mayor Sharm Karo." Meanwhile, Congress councillors displayed a banner that read, "Samvidhan Humari Pehchan Hai, Samvidhan Ki Hatya Band Karo." Councillors were caught on video pushing each other, tearing papers, and throwing their bits at one another. MCD Mayor Mahesh Khichi claimed that BJP councillors snatched mic from him.
Khichi said that despite it being the last day of the budget session, the opposition refused to cooperate and disrupted proceedings. Meanwhile, motion of the entire proceeding was approved by the Mayor without reading the speech by the Leader of the House Mukesh Goel due to the disruptions.
As the last sitting of the House of current session started almost one hour late than its scheduled time, councillors from the opposition BJP gathered near the Mayor and Leader of the House shouting slogans against the AAP government in MCD. When the Leader of the House began to read his concluding speech, the BJP councillors climbed on tables, tore the budget copy and other agenda items. Amid chaos, the Mayor approved finalisation of the budget alleging that the BJP wanted to create constitutional crisis.
During a press conference, Khichi alleged, "Opposition councilors stood on the table and tore up the list of key points that were to be discussed in the House." He claimed that for the past two years, the opposition had continuously been disrupting House proceedings, preventing discussions from taking place. "They did the same this time as well … This kind of behaviour towards a Dalit Mayor is inappropriate and goes against the Constitution," Khichi said.
Meanwhile Goel, alleged that the BJP wanted to derail development of the civic agency. He said that the AAP has reduced burden of MCD from Rs 16000 crore to Rs 14000 in a couple of year and has ensured salary payment of employees on time. Besides this it has made budgetary provision of nearly Rs 1000 crore for the next financial year for regularisation of 12000 employees. Meanwhile, the BJP is rattled with the AAP’s model of governance and is creating hurdles.
Leader of Opposition (LoP) Raja Iqbal Singh, in a separate press conference, alleged that the Mayor has done constitutionally wrong by approving the budget of a government which has no majority. He said that sensing defeat in next mayoral polls scheduled in April this year, the party increased expenditure of LoP office by Rs 3 lakh. Secondly, they have also announced withdrawal of Rs 500 crore each from mayor’s discretionary fund and comprehensive improvement and maintenance of roads fund.
