The Municipal Corporation of Gurugram (MCG) has failed to deal with Construction and Demolition (C&D) waste throughout the city.
The civic body officials have made several plans, including inviting tenders for setting up C&D waste plants in all four zones of the city, but nothing has happened on the ground. Due to this negligence, the city has turned into a pile of C&D waste. Let us tell you that instead of disposing of the C&D waste here in Gurugram, it is being thrown on the roadsides. According to a survey report of the corporation, about 1.2 lakh tonnes of C&D waste are spread across the city.
Recently, the engineering wing of the MCG had invited a tender for lifting and disposal of this C&D waste, but due to the high rates of the agencies, this tender was not implemented.
Only one agency is doing the work of lifting and disposal of debris in the Basai C&D waste plant, due to which there are heaps of debris on the roadside at hundreds of places in the city.
However, tenders have been issued by the corporation more than three times for lifting the debris, but not even once have these tenders been completed.
In June last year, the corporation had handed over C&S work to six agencies without documentation, but the agencies did not start work due to low rates. After this, the corporation has issued tenders for lifting the debris twice, but to date it has not been completed.
Apart from this, the MCG has spent Rs 70 crore more in the last five years for lifting and disposal of the debris, but even after this, there has been no change in the conditions of the city.
In 2019-20, a private agency in the corporation was used to lift debris from the city. The payment of Rs 43 crore was also made to this agency during the corona period but this came under controversy.
Apart from this, `7.5 crore were spent on two machines of a mobile C&D plant in sector 10, but the machines did not start. `30 crore have been spent separately on lifting debris and payment to agencies. The C&D waste processing plant in Basai is set up on 3.5 acres. It is being operated by a company named Indo Enviro, and the agreement between the corporation and this company is till the year 2036.
The company is responsible for lifting and disposing of debris from a radius of 15 km of the plant. The Municipal Corporation is paying the agency Rs 360 per ton for lifting and disposal of debris. The radius of the city is about 30 km, so the problem increased due to non-lifting of debris.
Apart from this, debris has fallen on more than 20 acres of land of Haryana Shahri Vikas Pradhikaran (HSVP) in Sector-52A and Sector-29.
Similarly, heaps of debris have accumulated at many places, including Auto Market Basai Road, Faridabad Road, Southern Peripheral Road, Golf Course Extension Road, and Wazirabad.
“The tender for debris disposal has been cancelled due to high rates. Now soon its tender process will be started again. After this, the work of lifting the debris will be started. The disposal capacity of the Basai plant has also been increased,” Akhilesh Yadav, Joint Commissioner, MCG, said.
