Salaries halted for negligent AEs and JEs in East Singhbhum's Rural Projects

Deputy Commissioner  Ananya Mittal conducted a detailed review of various rural development schemes including Housing, 15th Finance, and MNREGA schemes at the Collectorate Auditorium in Jamshedpur. The meeting was attended by key officials including Deputy Development Commissioner Manish Kumar, Director NEP Ajay Sao, District Panchayat Raj Officer Rinku Kumari, DRDA's district-level team, all BPOs, Block Coordinators, AEs, and JEs.

 

During the review, it was noted that there was negligence in the implementation of development schemes and delays in MB entries. Consequently, the salaries of AEs and JEs from the blocks of Chakulia, Ghatshila, Golmuri cum Jugsalai, and Potka were stopped. They were instructed to show progress within 15 days. Mittal emphasized the importance of prioritizing incomplete rural development schemes, highlighting that timely completion of these schemes is crucial for strengthening the rural economy and ensuring that beneficiaries can fully reap the benefits. He warned that failure to complete the schemes within the stipulated time would result in action against the responsible parties.

 

Mittal also reviewed the 15th Finance schemes, issuing instructions for Panchayat Samiti meetings to be held between 08 July and 13 July 2024, and mandated biometric attendance in Panchayats. He directed that 85% of the 15th Finance Commission funds be spent at the Panchayat Samiti level and 90% at the Gram Panchayat level by 22 July. Additionally, all 51 Gram Panchayats identified under the Panchayat Knowledge Center should purchase necessary materials by 15 July, keep their cash books updated, and ensure that birth and death certificates are issued at the Gram Panchayat level, with VLEs present in Panchayat buildings.

 

 

In the housing schemes review, Mittal expressed displeasure at the slow progress, noting that only 2268 out of 7822 beneficiaries had completed plinth level geo-tagging. He directed that 85% geo-tagging be achieved within two days and 100% within a week. He also set a deadline for submitting proposals for the second installment payments by noon on 09 July 2024 and emphasized the need for monitoring houses under construction at the Panchayat level. Furthermore, he instructed that the 397 pending houses under the Pradhan Mantri Awas Yojana (Rural) be completed within the next 15 days. He reviewed the Pradhan Mantri Janjati Adivasi Nyay Maha Abhiyan and Baba Saheb Bhimrao Ambedkar Awas, directing immediate release of the third installment for completed houses in Potka and Musabani.

 

Mittal directed that 100% of man-days be created as per the target in the MNREGA scheme. He instructed that more than five schemes per village be implemented, with over 25% progress in the approved schemes for FY 2024-25 by the end of July. Schemes with 75-100% expenditure should be closed promptly. A mega campaign, 'Log Jode Gadh Kode Maha Abhiyan,' will run every Thursday and Sunday to address the 198 cases of rejected transactions. He also instructed identification of 1500 acres of land under Birsa Harit Gram Yojana by 12 July, payments in the Birsa Irrigation Well Enhancement Scheme, timely completion of Veer Shaheed Poto Ho Sports Development Scheme, and focus on shed construction for Pashudhan Yojana beneficiaries with 100% MB entry in all schemes.
