Cyber tehsil enhances public-friendliness of revenue services

The Revenue Department's service delivery has become more public-friendly with the implementation of Cyber Tehsil. By reducing human intervention in the nomination transfer service, Cyber Tehsil will expedite the resolution of transfer cases, ensuring the prompt implementation of land records following transfer orders. This will make verified land record copies available to citizens in real-time. The Cyber Tehsil Project has been launched across all districts in the state as of February 29, 2024.

Before the establishment of Cyber Tehsil in the state, citizens had to visit multiple offices to complete the nomination transfer process after registration and its implementation in land records. Now, with Cyber Tehsil, undisputed nomination transfer cases are resolved online, making it more convenient for citizens. Following amendments to the Madhya Pradesh Land Revenue Code, 1959, the Cyber Tehsil Procedure Rules, 2022 were introduced to support this initiative. To solidify the Cyber Tehsil concept, the Cyber Tehsil module has been launched on the RCMS portal.

72 thousand cases resolved

Over 72,000 cases have been resolved through Cyber Tehsil in the state, with 100 percent implementation in land records. Citizens are now receiving copies of transfer orders and updated records in real-time via digital formats such as WhatsApp and email. This has been made possible through the integration of four different portals: RCMS, Web GIS (Bhulekh), Sampada, and SAARA. In the first phase, the transfer of sale deeds for entire Khasra land has begun in Cyber Tehsil, with plans to soon expand this service to all types of undisputed nomination transfer and property distribution cases.

Main features of Cyber Tehsil

Nomination transfer takes place through the Cyber Tehsil "Single Window" facility. There is no need to go anywhere after registration as the system is end-to-end online and paperless. With real-time updation of land records, the entire process is transparent and fair. In this, public information is displayed on the RCMS portal. Simultaneously, it has the facility to submit claims and objections online. Patwari's report is also available online. The average time taken for disposal of cases is 17 to 20 days. A copy of the order passed by the Cyber Tehsildar is sent to the citizens in real time through e-mail/WhatsApp.

Awards and honors

Cyber Tehsil launched by the State Government has been awarded the Award for Excellence in Digitization of Citizen Service Delivery 2023 in the ET Government Digitech Award category. Along with this, it has also been awarded the ELETS India Innovation Award-2023 under the Digital India e-Governance Award.

Delegations visit from various states

To understand the Cyber Tehsil project started in the state and to follow the project, delegations from different states have learned about the Cyber Tehsil system. A team from Andhra Pradesh and Uttarakhand visited the state to understand the system and discussed with the officials how to implement it in their state. Also, the state was visited by a team led by the Joint Secretary of DoLR, Government of India. A team of senior officials from BISAG-N Ahmedabad of Gujarat state visited to study the cyber tehsil system. A presentation of Cyber Tehsil has also been given to Phase-2 officials in LBSNAA Mussoorie.
