Alka Tiwari has been appointed as the new Chief Secretary of Jharkhand. A notification was issued by the Personnel Department regarding this. Alka Tiwari is a 1988 batch IAS. Her retirement date is 30 September 2025.
The name of Alka Tiwari as new CS was cleared after the Election Commission didn’t give extension to L Khiangte, who retired on 31 October. The state government had sent a proposal to the Election Commission for a three-month extension of L Khiangte. But, no order came on this. The 1988 batch IAS L Khiangte remained in the post of Chief Secretary for about 11 months.
The name of Alka Tiwari was discussed in full swing for the new Chief Secretary in the corridors of bureaucracy. After returning from central deputation, she has been given the responsibility of Member Board of Revenue. She is a 1988 batch IAS. Her retirement date is 30 September 2025.
At present, only two officers of the Chief Secretary rank are working in Jharkhand, which include Alka Tiwari and Avinash Kumar. Chief Secretary rank officers Nidhi Khare and Shailesh Kumar Singh are on central deputation.
Alka Tiwari is known in the state of Jharkhand for her outstanding performance and impeccable integrity. She is highly respected for her straightforwardness, simplicity, efficiency and hard work. She is considered a role model for an IAS officer. Alka is a postgraduate in Psychology from Meerut University and received the Governor’s gold medal for being the topper.
Tiwari did her M.Sc. from the Civil and Structural Engineering Department of the University of Manchester, U.K., topped the course in “Management & Implementation of the Development projects” and received the gold medal. She is also a Law graduate from Ranchi University. She has completed a short-term course on “Rethinking Financial Inclusion” from Harvard University, USA and another specialized course on “Public Fiscal Management for Financial Advisors” from Duke University, USA.
Tiwari has served as DC of Gumla and Lohardaga districts in Jharkhand. She has been Secretary in the departments of Commercial Taxes and Forest & Environment. She was Advisor in Niti Aayog, Government of India, Joint Secretary & Additional Secretary in the department of Fertilizers and Additional Secretary cum Financial Advisor in the departments of Fertilizers, Chemicals and Pharmaceuticals. In Niti Aayog, she was handling important verticals of Financial Resources, Education, Tourism etc. She developed strategy documents for Reforms in India's Higher Education Regulatory Framework and for developing World Class Institutions of Teaching and Research.
As CMD of the fertilizer company FAGMIL, she reversed its decline of Gypsum trade, and converted it into a profit-making market leader company. Tiwari engaged with Qatar, Iran and Russia to ensure adequate availability of urea and to safeguard the revenue interests of the country. She signed the protocol agreement on “Modernization and Industrial Co-operation” under the Indo-Russian Intergovernmental Commission on Trade, Economic, Scientific, Technological and Cultural Co-operation. She worked as Secretary to Government of India in National commission for Scheduled Tribes for more than three and half years and developed expertise on the tribal issues of the country.
Her husband Dr. D. K. Tiwari is 1986 batch IAS officer, retired as the Chief Secretary of Jharkhand and is working now on the constitutional post of the State Election Commissioner.
