Transparent employment being provided through HKRNL, besides benefits like EPF, ESI, Labour Welfare Fund

Haryana Chief Minister Manohar Lal Khattar on Sunday said that the State Government has provided merit-based temporary jobs to about 17,785 candidates through Haryana Kaushal Rozgar Nigam (HKRNL), along with porting the already working data of more than 1.08 lakh manpower, thereby giving them the benefits of like EPF, ESI, Labour Welfare Fund among others.

 

“With the setting up of HKRNL, we have provided relief to the youth from the age-old outsourcing system,” said Khattar.

 

Interacting with the candidates selected through HKRNL via audio conference in Chandigarh, Khattar reiterated his commitment towards providing merit-based jobs. In the past, when the employees were hired on a contractual basis many times, a nexus used to be uncovered between contractors and the Department where there used to be a huge gap between the actual numbers of employees and the employees hired, he added.  

 

Many times, it was seen that some other employees used to work in place of the actual employee to avail the salary benefits, he added.

 

“These disputes continued and ending all these malpractices, HKRNL has been set up to provide contractual manpower to all Government entities in Haryana in a transparent, robust, and equitable manner,” said Khattar, adding that earlier, the outsourced employees working on a contract basis through contractors did not receive full wages, or facilities like EPF, ESI, etc.

 

The contractor system was discontinued and HKRNL was established after the Government received numerous complaints, and various employee unions also demanded an end to the contractor system, said the Chief Minister.

 

“All employees hired through HKRNL are provided with facilities such as EPF, ESI, Labour Welfare Fund, etc. Moreover, employees’ wages are directly deposited into their bank accounts. Employees under the Nigam are entitled to annual 10 casual leaves and 10 medical leaves. The provision of maternity leave is also provided for female employees. Not only that, we have also started providing benefits of Ayushman Bharat-Chirayu Yojana to those employees whose family's annual income is up to Rs three lakh. For this, a nominal contribution of Rs 1,500 annually is taken. Now, such families will receive free treatment of up to Rs five lakh annually,” said Khattar.

 

Applications Invited To Send Manpower To Israel, Dubai, UK; 5k Youths Applied

Khattar informed that Nigam is also involved in providing manpower for various jobs abroad. “There is a significant demand for manpower abroad, and many youth end up spending lakhs to secure employment overseas, risking their lives by adopting illegal ways. To address this, the Foreign Cooperation Department has been established to facilitate employment opportunities for youth abroad. Nigam is also assisting youth in finding employment abroad,” he said.

 

Recently, demands for manpower have been received from Israel, Dubai, and the United Kingdom. For this purpose, Nigam has advertised, indicating the need for 10,000 manpower for construction workers, security guards, staff nurses, etc, in these countries. Interested youth, aged between 25 and 40, have been encouraged to register on the Nigam's portal, and this is the first time that a State Government is directly aiding its youth in finding employment abroad, he said.

 

The Nigam recruits manpower based on defined criteria, with the primary measure being minimum qualification and economic status of the applicant's family. The portal — hkrnl.itiharyana.gov.in — is now open for registration for everyone.

 

The Chief Minister urged interested youth to register on the portal promptly. Selections for employment will be made from registered candidates on the portal, he said.
