Cabinet nod to backward commission to conduct triple test

The road map for providing reservation to Other Backward Caste (OBC) in local bodies and panchayats has been made as the State Cabinet today gave its nod to the constitution of State Backward Commission which will carry out a triple test for OBC categories.

It was decided to conduct a triple test for OBC reservation before the municipal elections. The State Backward Commission was given its responsibility. The commission will conduct a survey in the state and submit a report to the government, on the basis of which civic body elections will be conducted.

The triple test requires the government to complete three tasks for finalisation of reservation to OBCs in the local bodies. These include: a) To set up a dedicated commission to conduct a rigorous empirical inquiry into the nature and implications of the backwardness in local bodies, b) To specify the proportion of reservation required in local bodies in light of recommendations of the commission, so as not to fall foul of over breadth; c) To ensure reservation for SCs/STs/OBCs taken together does not exceed an aggregate of 50 per cent of the total seats.

These triple test/conditions were outlined by the Supreme Court in the case of Vikas Kishanrao Gawali vs. State of Maharashtra and others, decided on March 4, 2021.

At the Cabinet meeting chaired by Chief Minister Hemant Soren, the decks have been cleared for setting up Apollo Hospital in Ranchi at Namkum area. Earlier, the hospital was to be set up at Ghaghra area of Doranda. The cabinet today cancelled the allotment of 2.83 acres of land given by Ranchi Municipal Corporation at Ghaghra in Doranda, at the same time approval has been granted to provide 2.75 acres of land at Kalyanpur Mauja in Namkum on 99 years lease for construction of Apollo Hospital. The Apollo Hospital management will provide Rs 12.52 crore, and after the expiry of the lease, the lease will be renewed again by taking 10% amount from the market value of that time. The annual lease rent has been kept at 0.5%.

The cabinet also gave its nod for creation of 4069 posts in 189 upgraded secondary schools of the state. Out of total posts 1890 post will be for clerks while 2079 post for workers. Apart from this, there will also be the post of headmaster. A total of 43 proposals were approved in the state cabinet meeting chaired by Chief Minister Hemant Soren on Monday. The cabinet has also approved the making of the Jharkhand State Disabled Rights Manual 2023. The cabinet has also approved the proposal to give smartphones to 29834 Anganwadi workers-helpers of the state. This smartphone will be given with GST of Rs.8000.

Amendment in the Master Plan for Shri Krishna Public Service Institute was also made by cabinet for which amendment in Ranchi Master Plan 2037 and the total area of Ranchi Master Plan 2037 road passing through the proposed site of 24 point five 9 acres area in Kute Ke Mouza of HEC. The width has been changed to 60 feet. In this Mauja, land will be given for the building of Shri Krishna Lok Seva Sansthan.

Approval for giving 150 acres of land on lease for 99 years for the establishment of Azim Premji University in Ranchi was also made in today’s cabinet meeting.  Decision was also taken to set up a medical college in the same land. Jharkhand Advocates Welfare Fund Act was amended. Stamp paper for Vakalatnama, affidavit etc. costing ₹ 15 would now cost ₹ 30. This amount will go to the Advocates Welfare Fund.

The cabinet approved the Factories Act 2023. Under this, first government women will also be able to work from 10:00 in the night to 6:00 in the morning; there should be complete security arrangements in the factory. The cabinet has also selected India Security Press, Nashik, a Government of India outfit, as the empanelment for giving holograms on liquor bottles. Earlier this work was given to Prism Company, for which it has been cancelled. The cabinet has increased the pension and family pension to the judicial officers of the state in the light of the decision of the Supreme Court. An amount of Rs 6.87 crores for Shravani Mela has been given for the health facilities of Sadar Hospital Deoghar.
