The Uttar Pradesh government said that exceptional improvement in ease of doing business in the state had a positive impact on the start-up sector.
With the numbers soaring in the state, 3,406 start-ups recognised by the Department for Promotion of Industry and Internal Trade (DPIIT) of the Union government have been set up in Uttar Pradesh in the last three years.
Referring to the best start-up ecosystem being developed as a result of efficient implementation of IT and Start-up Policy, 2017 and New Start-up Policy, 2020, Deputy Chief Minister Dinesh Sharma, who holds the IT and Electronics portfolio, said that the state government was developing a world-class start-up ecosystem through a strong infrastructure and favourable policy environment.
Sharma said that besides creating employment, the start-up policies were promoting innovation and entrepreneurship along with contributing to the state’s economy and aiding the empowerment of youth.
Additional Chief Secretary (IT and Electronics) Alok Kumar said that despite the COVID-19 pandemic, 773 start-ups had been established between December, 2019 and 2020, in addition to 17 incubators set up in the last two years under the IT and Start-up Policy, 2017.
Kumar said that seven proposals for setting up incubators had been approved in December under the new Start-up Policy, 2020, including the first incubator of Bundelkhand in Rajkiya Engineering College, Banda, Atal Incubation Centre in BHU Varanasi, NASSCOM 10000 Start-up Warehouse in Noida, Jaipuria Incubator and Maharshi Centre for Entrepreneur Development in Lucknow, start-up launch pad in Mathura, GLA University, Krishna Engineering College, Ghaziabad.
Underlining the objective of encouraging start-ups in non-IT sectors, Kumar said that setting up of 117 incubators had been set as the target for developing start-up ecosystems in institutions, universities, colleges under main departments like MSME, Khadi, Agricultural Education, Medical Education, Higher/Technical Education, etc.
It is noteworthy that in the 2020-21 fiscal, an incentive of Rs 41.60 lakh has been provided to incubators and start-ups by the state government and an additional amount of Rs 41.41 lakh will soon be disbursed after getting financial approval under the IT and Start-up Policy, 2017. A sum of around Rs 83 lakh would be provided to incubators and start-ups in the current fiscal. In September 2020, UP was ranked in the category of Emerging Start-up Ecosystem in Start-up Ranking-2020 of states released by the Department of Industry Promotion and Internal Trade (DPIIT) of the Government of India.
