Dissemination of disaster early warning among the likely affected people in a timely manner plays an important role in saving lives and properties from the effects of disaster, said Special Relief Commissioner (SRC) Bishnupada Sethi.
Sethi said the Government of Odisha is implementing the project of Early Warning Dissemination System in six coastal districts to ensure last mile connectivity for early disaster warning communication. As another step in this regard, demonstration on Common Alert Protocol (CAP) was conducted here on December 18.
The Common Alert Protocol solution has been developed by the Department of Telecommunication (DoT), Government of India and Centre for Development of Telematics (C-DoT).
Through the protocol, disaster management messages can be disseminated to the public in a selected geographical area by sending mass SMS to all mobile subscribers within the geographical area, including those on roaming.
Besides, disaster warning messages can be disseminated through TV, radio, electronic display board, etc. by transmission of the message through Common Alert Protocol. Pilot testing of the platform has been previously carried out in different States.
The demonstration was carried out in presence of SRC and Managing Director, OSDMA Sethi. Senior officers of the Department of Telecommunication, Government of India, Telecommunication Consultant India Limited (TCIL), Director, IMD, Bhubaneswar and representatives of Telecom Service Providers, BSNL, Airtel, Vodafone and Reliance Jio were present.
