Moving towards paperless work, the Delhi Assembly on Saturday signed a tripartite agreement with the Ministry of Parliamentary Affairs and the Delhi government for implementation of the National e-Vidhan Application (NeVA).
The Memorandum of Understanding was signed in the presence of Parliamentary Affairs Minister Kiren Rijiju and Delhi Assembly Speaker Vijender Gupta. With this, Delhi Assembly has become the 28th legislature to adopt the NeVA platform, a statement from the Assembly Secretariat said.
The agreement was signed by Satya Prakash, Additional Secretary in Ministry of Parliamentary Affairs, Ranjeet Singh, Delhi Assembly Secretary, and Reetesh Singh, Principle Secretary (Law) in Delhi government. Speaking at the signing of an MoU for the implementation of the National e-Vidhan Application (NeVA) for paperless functioning, Rijiju on Saturday trained his guns on the previous AAP-dominated Delhi Assembly for its failure to adopt a Central-government promoted technological tool for paperless work.
Slamming the AAP government, he said the previous assembly was not functioning as per the laid down procedures. The Union Minister said now, under the BJP-led government and supervision of Delhi Assembly Speaker the House shall function more efficiently and follow all Constitutional principles.
The Delhi Assembly had opted out of NeVA in 2019, and the AAP government had sanctioned `20 Crore to fund a different digitisation project. However, the project was delayed due to the Covid pandemic, and later, the ruling AAP accused bureaucratic hurdles of being created in its implementation.
The NeVA platform, developed under the guidance of MoPA, aims to bring greater efficiency, accessibility, and sustainability to legislative procedures by digitising House business, providing real-time access to documents, and enabling seamless coordination among legislators and secretariat staff.
On this occasion, Narula, lauded the efforts of the Delhi Assembly and reiterated the Ministry’s full support in facilitating smooth implementation, onboarding, and training of stakeholders under the NeVA initiative.
This landmark move further strengthens the nationwide momentum toward digital transformation in legislative institutions, as NeVA continues to expand its footprint across the country. The onboarding of the Delhi Assembly onto the NeVA platform marks a key milestone in the Delhi Government’s 100-day agenda, underscoring its commitment to promoting tech-driven, transparent, and efficient governance.
With the constitution of the new assembly, the integration of NeVA further accelerates the modernization of legislative processes. This makes the Delhi Assembly a model for digital governance.
