New flyovers, underpasses planned

In a major push to revamp infrastructure and ease traffic flow, the Delhi Government is planning to construct new flyovers and underpasses. The flyovers include connecting Adchini to Lado Sarai, a flyover at Metcalf House near Chandgi Ram Akhada, the doubling of the Savitri flyover and underpasses at Peera Garhi and Andheria Mor.

The Expenditure and Finance Committee (EFC) of Delhi government is set to meet on Tuesday to decide the projects. 

If EFC approves the plans, detailed project reports will be prepared. “After that, Cabinet approval is required. Once the Cabinet gives its approval, tenders will be invited,” they added.

Notably, the plan to double the Savitri flyover began in 2015 and was approved by the Unified Traffic and Transportation Infrastructure (Planning and Engineering) Centre (UTTIPEC) the following year. However, progress was delayed due to issues with land acquisition, tree removal and funding.

According to the initial plan, the Public Works Department (PWD) proposes a new flyover in Delhi to connect Adchini to Lado Sarai. This project is part of a broader effort to ease congestion on Aurobindo Marg and will involve an elevated corridor and underpasses.

The elevated section will be 3 kilometres long and six lanes wide, running from Mother’s International School to Mehrauli Archaeological Park.

Another PWD project aims to double the one-way Savitri Cinema flyover along the Outer Ring Road in South Delhi. Work on the long-delayed plan to add a carriageway towards Nehru Place is expected to begin soon. Once completed, the expanded flyover will help ease traffic around Chittaranjan Park, Greater Kailash and Nehru Place.

However, the construction, which will take at least a year, is expected to cause significant traffic disruptions along this busy route, which links South, South-West and South-East Delhi and is a popular route to the airport.

 The current 1.5 km single-lane, one-way flyover, situated between the Chirag Delhi and Kalkaji flyovers, will be upgraded to a two-lane flyover as part of the PWD’s plans. The flyover currently carries traffic from Nehru Place towards Chirag Delhi and IIT Delhi.

At present, traffic heading towards Nehru Place from the Chirag Delhi flyover splits into three directions: towards Nehru Place, a U-turn, and a right turn towards Chittaranjan Park and Greater Kailash-2. Built in 2001, the flyover soon became inadequate to cope with growing traffic, leaving commuters, especially those heading to Nehru Place, stuck in long jams.

The PWD also plans to build underpasses at two of Delhi’s busiest junctions—Peeragarhi Chowk in West Delhi and Andheria Mor in South Delhi. Peeragarhi Chowk is a major intersection on the Outer Ring Road and a significant traffic bottleneck, handling vehicles moving between North and West Delhi, as well as commercial traffic from industrial areas.

Buses travelling to and from Kashmere Gate ISBT also pass through this junction, contributing to the congestion. The area is surrounded by industrial zones like Udyog Nagar, Mundka, and Mangolpuri, and residential areas such as Paschim Vihar. Four traffic intersections on a short stretch add to the congestion, according to a PWD official.

Meanwhile, Andheria Mor handles traffic heading to Indira Gandhi International Airport, Gurugram, and the Qutub Minar area.

The road near the Fortis Hospital traffic signal is too narrow, and there are encroachments near Masoodpur and Mahipalpur. Street vendors, on-street parking, and other encroachments further worsen the situation.

“There have been attempts to decongest Andheria Mor in the past, but none have had lasting success. Anti-encroachment drives are periodically carried out, but their impact is short-term. A proper design solution is needed,” sources said.

Another PWD project involves the construction of a 680-metre, six-lane flyover at Metcalf House T-junction in North Delhi.

This is part of the plan to ease congestion between Civil Lines and the Signature Bridge. Although the area has an eight-lane road, officials say the new flyover will significantly reduce congestion and improve traffic flow along the Outer Ring Road.

Estimated to cost `183 crore, the flyover will start near the Civil Lines Trauma Centre and DRDO office, where Outer Ring Road and Hegdewar Road meet. The Metcalf House T-junction is known for heavy traffic.

Along with the flyover, a new stormwater drainage system will be built, connected to the existing system to manage surface water and prevent flooding. The existing road will also be widened, and pedestrian walkways will be added on both sides for safety and accessibility.
