Heated debate after BJP MLAs raised irregularities in recruitment for Govt jobs during Cong regime

Haryana Vidhan Sabha on Tuesday witnessed a heated debate after BJP MLAs raised the matter of alleged irregularities in recruitment for government jobs during the Congress regime under the then Chief Minister Bhupinder Singh Hooda. Congress walked out during the zero hour after claiming that they were not being allowed to speak.
 
On the seventh day of the Budget session of the Assembly, the ruckus began as soon as the Zero Hour began. At the conclusion of the Question Hour, after BJP MLA Sunil Satpal Sangwan rose to raise his issue in the zero hour, MLA Om Prakash Yadav raised the matter of a topper being denied a job during the Congress regime under the then Chief Minister Hooda.
 
Quoting a court’s order, he said that the topper's name was covered with fluid, underlining that deserving youth were overlooked.
 
Congress MLAs protested, attempting to raise the MBBS scam. However, the Speaker Havinder Kalyan disallowed any discussion. The Congress continued to protest, arguing that they were not being allowed to counter the treasury benches.
 
Yadav said that for a police recruitment carried out in 2008 when the Congress was in power in the state, a topper had been unfairly denied a government job which had been given to someone else.
 
Parliamentary Affairs Minister Mahipal Dhanda backed his party MLA’s claim that jobs were not given on merit during the previous Congress Government as he targeted the then Hooda-led regime.
 
Hooda was not present in the House at the time it witnessed ruckus on the issue. However, the Congress MLAs present in the House took strong objection and sparred with the ruling party members.
 
Intervening as noisy scenes continued, Chief Minister Nayab Singh Saini said that it is unfortunate how favouritism prevailed while giving government jobs during the Congress’ time. Saini said that the Court has said that the youth, who topped, did not get the job, but someone else got it. Saini said that injustice was done to the youth during the police inspector recruitment in 2008 under the Congress Government, which is a matter of concern.
 
He said that the Punjab and Haryana High Court, in its judgment, had expressed its concerns about the recruitment process followed at that time. He also highlighted how the top performing candidates were sidelined and not recruited, while others were selected. He also said that during the recent assembly elections, the youth were misled by the Congress leaders with promises that if they provide 50 votes, they would secure a job.
 
Haryana Cabinet Minister Anil Vij also joined the debate. “How they used to play with the future of the youth,” said Vij taking a dig at the Congress. The Congress members took objection to a word used by Vij, which the latter claimed was not unparliamentary.
 
Congress MLAs, including Raghuvir Singh Kadian, Kuldeep Vats, Aftab Ahmed, and other members of the opposition party countered the remarks of the BJP members. They entered the Well of the House and engaged in an argument for not being allowed to speak.
 
The Speaker asked them to return to their seats, warning that he would ‘name’ them if they refused. Later, Congress MLA Kadian was given one minute to present his view. Commenting on the conduct of the treasury benches, he said that the Speaker needed to bring the House in order.
 
With Kadian hitting back at the BJP, some of his party legislators rushed to the Well of the House. They later staged a brief walkout from the House. Speaker Kalyan repeatedly urged the members to maintain decorum. Amid chaos, some BJP MLAs raised “Bharat Mata Ki Jai” slogan.
 
Rs 150-cr to be transferred to accounts of 70k beneficiaries under PMAY

Chief Minister Saini informed the House that an amount of Rs 150 crore will be transferred to the accounts of approximately 70,000 beneficiaries who have been verified, so far, for the construction of houses under the Pradhan Mantri Awas Yojana, by the 20th of this month.
 
Saini, responding to a question raised by MLA Shishpal Keharwala, said that under the scheme, 70,000 beneficiaries have registered on the portal and these registrations have been verified by the department. “The Department has created a portal to facilitate the provision of housing for the poor in the state, where applicants are verified after registration,” he said.
 
In response to a question raised by MLA Raghuvir Tewatia, Saini said that the State Government is committed to provide better higher education opportunities to the youth, particularly to daughters across the state. For this purpose, the government has established colleges within a 20-kilometer radius across the State. If there are any issues with the roads leading to these institutions, they will be promptly repaired, he added.
 

501 vacant posts of nursing officers to be filled soon

Health Minister Arti Singh Rao said that 501 vacant posts of nursing officers in the state will soon be filled, for which a demand has been sent to the Haryana Staff Selection Commission. Apart from these, the vacant posts of doctors will also be filled soon. The vacant posts of Class IV employees will be filled through Haryana Kaushal Rozgar Nigam.
 
Rao, responding to a question asked by a member of the House, said that at present, 3969 posts of medical officers are sanctioned, out of which 3192 posts are filled and out of 644 sanctioned posts of senior medical officers, 425 posts are filled. Steps are being taken to fill the vacant posts.
 
Replying to a question related to the vacant posts of doctors in Yamunanagar Civil Hospital, she said that 67 posts of doctors are sanctioned at the hospital, out of which 43 posts are filled. “The recruitment for the vacant posts of Class IV employees in the Health Department will be done through Haryana Kaushal Rozgar Nigam,” said the Minister, adding that she will hold a meeting with the concerned officials of the corporation and give instructions for recruitment as soon as possible.
 
Govt will soon fill vacant veterinary posts

Animal Husbandry Minister Shyam Singh Rana said that the government will soon fill the vacant veterinary posts in the state. Rana, responding to a question, said that out of 1,184 sanctioned veterinary posts in the state, 1,027 are currently filled, and the remaining will be filled soon. For the same, a letter has been sent to the concerned department, he added.
 
Permanent buildings to be constructed for 50 ESI dispensaries

Labour Minister Anil Vij said about 50 ESI dispensaries will be shifted after constructing permanent buildings. Replying to a question in the House. Vij informed that ESI dispensary at Kundli is already being operated from a rented premises. The HSVP has allotted 1.23 acres of land in Sector-58, Kundli; and the final decision for purchase of land and construction of dispensary would be taken by the Employees State Insurance Corporation, New Delhi.
 
Vij informed that ESIC, New Delhi, has given in-principle approval for setting up of a new 150-bed ESI hospital at Sonipat. For this, HSIIDC has offered 6.35 acres of land in Industrial Area Rai (Sonipat). The hospital will be constructed there after getting approval from ESIC, New Delhi. The Minister also informed that about 50 ESI dispensaries in the state are being run in rented buildings, which the government wants to construct permanently.
