Haryana Cabinet takes a slew of decisions

The Manohar Lal Khattar Government in Haryana on Thursday gave nod to the Haryana Police (Appointment of Chairperson and Members of Complaint Authorities) Rules 2018, setting up of fruit and vegetable market on HMT land at Pinjore, providing guarantee of Rs 625.93 crore for sanction of Cash Credit (CC) limit of Rs 250 crore to UHBVN among other agendas.

The Cabinet which met under the chairmanship of Chief Minister Manohar Lal also issued an ordinance to change the name of State University of Performing and Visual Arts at Rohtak to Pandit Lakhmi Chand State University of Performing and Visual Arts.

The State Government approved the Haryana Police (Appointment of Chairperson and Members of Complaint Authorities) Rules 2018, under which a committee presided over by the Chief Secretary will be constituted to recommend the names of chairman and members of the State Police Complaint Authority or District Police Complaint Authority, said an official spokesman.

The other members of the committee will be Advocate General, Haryana and Additional Chief Secretary, Home. The Secretary/Special Secretary will be the member secretary of the Committee.

Notably, the State Police Complaints Authority, a statutory body constituted to look into complaints of serious misconduct by police personnel, had been lying defunct for the past four years.

The government has not appointed chairman of the authority ever since the post’s first incumbent HS Rana completed his three-year term in the year 2013.

Every year, the authority receives hundreds of complaints against police personnel. It was constituted by the State Government on August 16, 2010, under the Haryana Police Act, 2007.

The government’s spokesperson said that the committee under the Chief Secretary will now invite applications for appointment of chairperson and members of the Complaint Authorities from the persons of eminence having wide knowledge and experience of at least 20 years in case of state authority and ten years in case of district authority in the field of public life, academic, law, administration and governance, criminal administration and social work.

The committee will then recommend the names of the candidates to the State Government, he added.

APPLE, FRUIT, VEGETABLE MARKET AT HMT LAND

In another decision, the cabinet approved the setting up of Apple, Fruit and Vegetable Market on HMT land at Pinjore (Panchkula) in 78.33 acres.

“This market will have state-of-the-art facility like sorting, grading, packaging, controlled atmosphere, cold-stores, logistic and allied services. The market will be able to tap the transition and distribution potential of the apple trade at the gateway of Himachal that is Pinjore and create an ultramodern facility for the growers, traders and buyers enabling them to prefer this destination for sale and distribution,” the spokesman said.

CHANGE IN UNIVERSITY'S NAME

The cabinet has issued an ordinance to change the name of State University of Performing and Visual Arts at Rohtak to Pandit Lakhmi Chand State University of Performing and Visual Arts. The government has decided to change the name of the University in the name of Pandit Lakhmi Chand, a renowned poet of Haryana, who was honoured posthumously as Surya Kavi by the State Government.

Motor Vehicles Rules, 1993 amended. The State Government approved amendment in Haryana Motor Vehicles Rules, 1993 so as to delegate the powers of issuing Learners’ driving Licence and test of competence for permanent driving licence. The powers will be delegated to the Registrar of all Universities, Directors of Medical Colleges, Principals of Government Colleges, Government Aided Colleges, Government College of Education, Government Polytechnics, Government ITIs, Government Nursing Colleges, Government Pharmacy Colleges, Government Ayurvedic/Homopathic/Unani Colleges and Directors of University Institute of Engineering and Technology.
