She said changes being contemplated include linking all orphaned, abandoned and surrendered children of child-care institutions to the adoption system and bringing non-resident Indian adoptive parents at par with domestic ones. The government, however, has no proposal to set up state adoption resource authority under the central adoption body in any state, she said.
