Even as Bengal Opposition cried hoarse against the State Government’s “dirty design to frame public servants loyal to us” by bringing a public service Bill, Chief Minister Mamata Banerjee on Saturday iterated before a Trinamool Congress Government employees’ federation that the proposed Paschim Banga lok Parisheba Bill was aimed improve the State’s sagging work culture.
“Only the unscrupulous workers need to fear the new laws,” Banerjee told a gathering of the United Government Employees’ Federation” adding the Bill was not being brought to harass the employees.
“The Bill will only try to locate those people who do not work. We want the employees to discharge their duties properly. Those who will work will definitely be rewarded but those who don’t will have to face the consequence,” Banerjee said.
The Bill proposes to fix a time limit for every work and penalise the employees concerned who fail to discharge one’s responsibility in stipulated time.
Accordingly, the Bill, if passed, will see the setting up of a commission that will look into the complaints against the employees who are not discharging their duties properly. The departments that are likely to come under the commission’s glare would be those handling birth and death certificates, BPl cards, property mutation certificates, land revenue departments, ration cards etc.
The Chief Minister, in fact, had told in earlier public meetings that there were Marxist moles in the administration who were not discharging their duties properly maligning the Government in turn. “If anyone says that a particular service cannot be given on account of lack of permission or technical impossibilities you identify that person as a CPI(M) cadre who is trying to malign the Government” she had said.
The Chief Minister had also gone all out to ensure normalcy on February 20 when a general strike was called by a number of Central trade unions.
“I want to see a Bengal shinning where there will be no place for job shirking,” she said, adding the CPI(M)-backed employees’ federations were trying to impede the process of delivering Government services to the people.
Coming down once again heavily on the Central Government for “robbing whatever we earn” through the RBI she claimed though her Government had earned `10,000 crore more this year round, the “Centre has taken away `26,000 crore” on account of debt serving. “Why should our Government pay for the wrongs done by the previous GovernmentIJ” she asked blaming the Centre for being partisan with the left Front.
