Delhi has witnessed significant rise in cases pertaining to procurement of driving licence (Dl) on the basis on fake medical certificate. A recent study conducted by CRRI indicates that most of the drivers do not comply with the mandatory medical fitness test for driving a car.

Neelima Chakraborty, one of the principal scientists at the CRRI, said that they have sent the study report to the Delhi Government and plans are there to conduct this study in all States soon.

The study was held in two cities -- Guwahati and New Delhi. It was found that Delhi drivers procure maximum driving licences by producing fake medical certificate. The CRRI conducted the survey on 200 drivers in Capital and it was found that 27 per cent of the drivers needed retesting for sharpness of vision while 11 per cent failed in the sharpness vision test.

If driver performs 'unacceptable' in this test, then it indicates that the driver may not be able to identify the position of an object such as, vehicle, pedestrian, etc in front of him/her on the road correctly.

Around 13 per cent drivers need retest for horizontal field test while 3 per cent perform poor in this test, the study says. It was also found that 28 per cent drivers have failed in glare recovery test while 3 per cent have shown poor performance in glare recovery test.

Around 22 per cent perform below satisfactory in the night time eye test while 2 per cent shown unacceptable result in night time eye test. It was also found that 17 per cent of drivers fail miserably poor in the colour vision test and 18 per cent of the drivers needs retesting.

Even in phoria test which checks for proper eye muscles and co-ordination of both eyes to correctly identify the placement of an object ahead, 9 per cent drivers perform unacceptable in the test.

Scientist of CRRI attributed that increasing trend of getting licence in lieu of bribe is rampant in Delhi RTO, and the Transport Department officials need to impose penalty to the medical practitioners, who are giving fake medical certificates for driving licence.
