In the recently concluded Test series between India and South Africa, there was a big question mark if Delhi would host the Proteas for the fourth and final Test match of the series after the DDCA hadn’t paid entertainment tax to the tune of `24 crores to the Delhi government and had failed to adhere to building and safety norms. BCCI had also sent a notice to DDCA asking if they can organise the Test match under such adverse circumstances. In another on-going dispute, DDCA had also failed to submit their balance sheet to BCCI for the year 2013-14 — a requirement for all state associations to adhere to. In November, DDCA approached the Delhi HC seeking help from South Delhi Municipal Corporation (SDMC) and get a provisional occupancy certificate for Feroz Shah Kotla stadium. Delhi govt appointed panel suggested that Delhi's cricketing body should be brought under the RTI Act and in the end, Justice Mudgal led the planning proceedings for the Test. In case the Test match was taken away, Pune was kept on standby.
