One must have heard and seen many cases and examples of non-completion of tender works within the given time frame. In Jharkhand many Government works are pending for last several years due to tug of war between Government officers and contractors. But it is a unique example of working pattern of Jharkhand Government. Here the last date of filing tender paper is March 20, 2013 and at ground level work is about to finish.
The Government office involved in this interesting case is District Board, Hazaribagh. On March 3, a tender was published for electricity, water, sanitary etc. fitting works. The cost estimated is Rs. 24,52,800. The last date of filing tender paper is March 20 as per advertisement.
But the reality is that the fitting works has already been done and some minor works are going on which will finish within a week. The denting-painting work of the new administrative building of district board is also complete and according to tender advertisement it is also included in it.
When the district engineer was asked about it he said that the status of old building is very bad and we want to transfer the officer safely in new building. Many works has been done and many are to be done and tenders have been invited for the rest works.
The Secretary of district board DDC Dibar Jonko first tried to escape but finally said that work was to be done in two parts and tender has been published for the second part of the work. Anything more can be said only after visiting the site, he added.
On the other hand the elected member of district board Parmeshwar Mehta and Vinod Prasad Mehta said that the members are annoyed with the functioning of district board. Here somebody or a group takes decisions but this time we will raise all the issues and oppose in the meeting of board.
