As many as four Bills are likely to be placed before the Assembly as a week-long Winter Session is slated to start on Tuesday. The Government besides others, would be pushing a Bill meant for labour reforms for the workers employed in industrial units or other enterprises in the State.
Top official sources told The Pioneer that Theka Majdoor Viniyaman Vidheyak Bill is among the four contemplated to be tabled during the Session. “The Bill would be related to labour reforms and fix some caps for imposition of labour laws on any factory or enterprise functional in the State. It will set criteria for minimum number labourers employed at any premise before attracting the provisions of the relevant provisions of the law in place,” said an official.
As per the labour and Employment Department, the Bill would make available a shield to the entrepreneurs from unnecessary harassments in the hands of factory inspectors and other related checks. “With this, the Bill is also about mandatory welfare measures for the labourers related to their future financial needs, social security and health aspects,” added he.
Besides, the Government has informed the Vidhan Sabha secretariat about Karkhana Sansodhan Vidheyak, Single Window Clearance Bill and Bihar Audhogik Utsav evam Akasmik Avkash Vidheyak.
“Our office has been informed about these Bills, however no copy of the proposed Bills has been provided as of now,” said an official of legislative section of Assembly. Proceeding plan of the Assembly has kept two business days for the introduction, discussion and passing of Bills.
Nevertheless, the delaying attitude from the departments in making available relevant information about Bills on time to the legislators and preparing correct answer to the questions put before the Assembly has irked certain quarters as well.
“The issue came during the Whips’ meeting held recently. The Speaker has given instructions to the Government and officials to monitor the system and provide answers to the
questions of the legislators promptly and properly. We expect improvement in that direction,” said Anant Ojha, BJP MlA and Whip of the party in the House.
The rubbing from the legislature seems to have some resultant as the Cabinet Secretariat and the Vigilance Department have issued directions to top officials instructing them to remain present at the gallery during Question Hour and Zero Hour throughout the Session.
“Heads of all the Departments have been told to necessarily attend the proceeding as per the business related to their respective departments. This has been done on the directions of the CMO and is aimed to make the business a serious affair. We are also working overnight to provide answers to the MlAs on the due date,” said an official of the Department.
