The finance committee of Vinoba Bhave University has approved a budget of Rs617.56 crore for the fiscal year 2015-16. The university administration tabled the budget in the meeting chaired by VC Prof Gurdeep Singh. After discussion the members gave their green signal to the budget with some minor changes. For financial year 2015-16 the VBU administration has prepared the budget in two heads. In plan head, the proposed budget is of Rs320.90 crores. In non-plan head a requirement of Rs292.66 crores has been shown.
Under plan head, the VBU administration wants an assistance of Rs300 crores form the State Government and 13.55 crore from the University Grants Commission. As per the budget, it has planned to spend Rs10.55 crore from its internal source in making the plans successful. Under non-plan head, the VBU administration has made a demand of Rs243.60 crores from the State Government. The rest amount of non-plan head will come from the income of university and its colleges i.e. from the internal source of income of the university.
In this proposed budget a need of more than Rs162 crores has been shown for giving salaries and pension to its present and ex-staffs. According to the proposals, VBU needs more than Rs74 crores to clear the arrears of the teacher and non -teachings of the university. Similarly a need of more than Rs5 crores has been shown in the budget to make the payments of those who are going to retire in this fiscal year.
After getting the green signal of the finance committee, it is almost clear that VBU administration is going to demand Rs543.60 crores from the State for the year 2015-16. Now this budget will be kept before the members of syndicate and senate for approval and then will go to the State government. The real test of the present university administration will start after its submission in the Ministry. It will be interesting to see that how much this present administrative team of the university will get from the State Government and the University Grants Commission this year.
