Transfer-posting policy for Govt teachers to curail irregularity

The transfer-posting policy introduced recently for the first time by the Department of School Education and literacy will not just curb irregularity but will also promote equity among the teachers who were compelled to quit job earlier citing different reasons.

Taking a giant leap in creating transparency, soon all the teachers lending their services at government cradles will have an option to select district and get transferred to their home district at least once. Considering different parameters, posting will be done on the basis of points obtained during the service tenure.

After inviting suggestions online, the policy will be tabled for approval from the State Cabinet but before getting Cabinet’s acceptance, the proposal will be rectified by the Department officials. A month long time will be required for finalising the draft said Director of Primary Education Meena Thakur.

“Only after 15 days and going through the suggestions, grievances, the Department officials will be in the position to describe when exactly, the draft will be finalised. Since it is for all government school teachers (from primary to plus two level), it will be helpful in improving the teaching quality as well as standard of education at government schools across Jharkhand,” said Meena Thakur.

According to the new proposal, the districts have been divided into three segments which include urban area, block headquarters and interior locations for deploying teachers as per their demand. Notably, those teachers who have been posted in the naxal prone districts, after completing five years service tenure will have an option to change the respective district and will be also entitled to get additional incentive of seven percent.

Minister with the Department of School Education and literacy Dr Neera Yadav have already given her consent considering the benefits of the teachers. The software application for filing the details online has also been developed. Approximately, 60,000 teachers across the State have been imparting education among the children.

Moreover, Thakur also emphasised on the fact that the urgent requirement of bringing the new posting-transfer proposal is also to remove the glitch that has come after the recruitment procedure in 2013 got completed.

“The recent recruitment of teachers created confusion. Several selected candidates after qualifying the test have applied for the same post in different districts. Now, after scrutinizing the facts, more difficulty is being faced by those applicants who had applied for more than one district,” added Thakur
