An ongoing study of International labour Organization (IlO) in few districts of Jharkhand, Bihar, Madhya Pradesh, Gujarat and Odisha reveals that the children rescued by NGOs and Administration from trafficking lack facilities in rehabilitation.
At a preliminary level discussion on this work titled ‘Convergence Child labour Project (CClP)’ on Sunday in the State capital, participants from various civic societies, Government organizations and media highlighted that Panchayat Raj Institutions are involved in registering details of migrant adult workers so that incase of their death, benefit of Rs1 lakh can be ensured to their families on time.
But, this registration is still a question among the migrant child workers. The need to regulate Child labour and Regulation Action was felt by the members here along with the necessity to strengthen police and Government officials for suitable accommodation and resettlement of children working at hazardous and non-hazardous areas was stressed here.
The living and working conditions of these child migrant labourers at work sites are of poor standard in respect of shelter, nutrition, health and security. Adding more to this woe, the work required by these little ones is extremely arduous and wages are bare minimum.
The IlO project in collaboration with Ministry of labour and Employment follows the approach of a long term prevention of unsafe migration at source, through a mix of strategies including education, training, improving household livelihoods, empowerment of communities by community based monitoring of child labour, enforcement, coordination and institutional strengthening of key stakeholders.
Findings of this CClP is likely to help and gain a deeper understanding about worst forms of child labour among state governments, policy makers and development workers.
