Dozens of students created ruckus over the anomalies involved in the appointment of assistant professors here on Ranchi University (RU) premises on Monday. According to the students, the appointment rules have been put at stake as several eligible candidates so far have not been recruited despite having qualification for the post. Also, as per the students, merely to satisfy the State government officials and to increase the Gross Enrollment Ratio (GER), the appointments have been done.
Citing the loopholes, a PhD and NET qualified aspirant on anonymity, said, “Forget about the regulations, even the reservation roster has not been followed here.
Even University Grant Commission (UGC) guidelines have been violated. Also, appointment of tainted candidate like Saraswati Gargai on whom CBI enquiry is going on, clearly presents the lapse of the university.”
Another aspirant blaming the RU Vice-Chancellor (VC) for the confusion said that if VC and other senior officials of the university had earlier intervened into the matter this issue would have never aroused. “This is a pre-planned move of the State government to somehow complete the recruitment process. None of the universities across India have such provision where backlog recruitment is done on contractual basis.
Also, the ratio (85:15) kept to elect eligible candidates is completely unfair. Keeping 85 marks for academic records and merely 15 marks for interview is simply unjust,” said, Dr. Shanti Khalkho.
Several students demanded to release a fresh notification regarding the appointment of assistant professors on contractual basis.
Meanwhile, RU VC, Dr Ramesh Kumar Pandey clarifying his stance said, “The recruitment is done following the State gazette clauses. However, if any such cases of anomalies are found out, such appointments will be immediately cancelled. Also, I am constantly reviewing its status.”
Amid protest, the VC further added that a specialist panel has made the appointments.
“Appointment has been done following the norms under the guidance of specialists. As per as reservation roster is concerned, we have followed the rules completely. According to my knowledge, maximum appointments have been done in reserved category this time,” the VC said.
According to the university records, in Scheduled Caste (SC) category 261 people have been appointed while in Scheduled Tribes (ST) category 47 people are recruited. Similarly in BC-1 and BC-2 category, 102 persons and 45 persons have been recruited respectively.
The RU VC further added that the allegation made by the students is completely baseless. “The university is dealing with teachers’ crisis since 2008. On every 40 students, we need one teacher.
There is a pressure from State government’s side as well to bridge teacher-student ratio. But the issue of recruitment done in haste is baseless.” he said.
Notably, on August 2, 2017, Jharkhand Public Service Commission (JPSC) had invited application for the post of assistant professors for 13 subjects on contractual basis.
