A two day orientation cum training programme of State legislators began here on Monday in the presence of Deputy Chairman of Rajya Sabha Harivansh, Chief Minister Hemant Soren, Assembly Speaker Rabindra Nath Mahto and senior legislators of the of the State.
Addressing the MLAs on this occasion, the CM said that the Vidhan Sabha Bhawan is the biggest temple of democracy. There is no discrimination against any religion, caste or person here. In this House, even though we, the people of the ruling party or the opposition, have different views individually, but this democratic system paves a way where everyone is invited to the House with a sense of welcome.
He said that all the honourable members put forth issues related to public interest before the House. He said that the dignity and grandeur of this temple of democracy is not untouched by any religion. Here the voice of the rights of all religious communities resonates.
The CM said that there is no age to learn. Whoever comes to this House learns and also puts forward the aspirations of the people. He said that today our government is moving forward with determination. There is a need to move forward with determination to make this state prosperous and developed by taking along all the honourable members in the proceedings of the House. I have full faith that all the honourable members will play their role for the development of the state.
Speaker Rabindra Nath Mahto said in his address that the session was purposefully held during the budget session, so that MLAs can use the academic discussions held during these sessions during the session and understand them better. We can take a strong step towards making democracy more effective.
“The legislature has the most important place in democracy. This place becomes even more important in parliamentary democracy. Because through the houses, the ultimate sovereign people of the state and the country exercise their sovereignty and run the government. For this reason, as a member of the state's largest Mahapanchayat, you perform many responsibilities simultaneously,” he said.
“As a member of the state's Legislative Assembly, all the legislative powers vested in the assembly reside in you personally. You discuss the laws to be made for the people of the state. And with the power of your votes, they actually take the form of law. And this has a great indelible effect on the people of the state,” he added.
The Speaker further said, “As a member of the state legislature, you control the state treasury. It is with the power of votes of you members that the executive spends under the laws made by you. And the account of every single penny of this expenditure is placed on the table of the House through the Accountant General.”
“In the form of different committees, you do a deep and detailed review of the activities of each department like a sub-committee. And make your recommendations to the government. Most importantly, when the leader of the majority party is elected from among you, the command of the state is on the honourable members in the form of the honourable Chief Minister and the honourable minister. While saying all these things, I realize that everyone like me knows this, but this awareness program is to think and contemplate about how we will discharge the burden of these responsibilities which have been placed on our shoulders by the three and a half crore people of this state,” said the Speaker.
In the programme Parliamentary Affairs Minister Radha Krishna Kishore, Ministers, MLAs, Secretary-in-Charge of Jharkhand Assembly Manik Lal Hembram, P.R.S. Chakshu Rai and many other dignitaries were present.
