State heading towards President's rule: Roy

Published on:

Independent MLA from East Jamshedpur  Saryu Roy is of view that the way  state administrative machinary is collapsing and things are worsing, the  state is heading towards President's rule.

Loot of minerals, no action on tainted and corrupt  Ministers and senior   officers despite having  ample proof and day to day worsening  law and  order situation are some of the reasons that he forsees   this.

Illegal  mining of coal and other minerals across state has increased  many a fold and state machinery remains silentbon this is surpeising, he said.

Talking to media at Dhanbad on Sunday  Roy opined that  it appears that chief minister   has  lost  control on his miniaterial colleagues from Congress.

He said, " The Congress ministers in cabinet run a "pseudo cabinet" within state cabinet and unfortunatly the chief minister  is unable to check their socalled misdemeanors of Congress ministers  ".

Rai said soon he would be handing over dossier  of misdemeanors of congress miniatets espically that  of health minister  Banna Gupta   with ample proof and request from him to take action in medicin scam, tranafer and posting  and keeping illegal arms. And if chief minister fails to take within an stepulated period he would move to High court  for action .

He said  for health minister  rules are nothing and he has made tranafer and posting of doctors with concurrence of chief minister that happens to be mandatory provision under "Rules of executive business". Gupta has  has no  regard towards assembly  Speaker  as  well as  chief minister, he added.

In a reply to ongoing 60:40 movement Rai opined that those in movement must come  forward  for an open debate on this issue.

Any decission has to be taken within the conatitutional limits  and no one is above conatitution. Those holding movement  must know that reorganisation of Bihar Act by which Jharkhand has been carved out has been passed by Parliament that runs on conatitution. The constitution gives right to every citizen to live and do business in any state of country.

As far as employment is  state concerned government can make provisions of district level carder for class and four services, he said.
