Managing ‘Manav Sampada’ seems to have become a mammoth exercise for district administrations and Government departments as despite the ease in uploading data the exercise looks coiled into official apathy resulting fresh deadline for 2016 in a series of deadlines issued by the department on several occasions earlier. The fresh deadline by the department of Personnel, Administrative Reforms and Rajbhasha now seeks completion of the work by June 2016.
Notably, figures floated on the ‘Manav Sampada’ portal suggests progress close to 90 per cent, however, taking it close to 100 per cent has become a difficult task due to hurdles of man and machine. Yet the department has to push for finishing the exercise for remaining employees.
“Some of the employees may not be comfortable with computer and they face difficulty in handling computer. Yet the progress has been very satisfying so far. We are sending periodic reminders to deputy commissioners and we will stop payment if we do not see compliance with the order. Since only few employees have been left we hope that within a month all data will be locked,” said Secretary of the department, Ratan Kumar.
According to the report generated by the portal—Human Resource Management System (HRMS) for the Employees of Jharkhand Government-for March 1, around 1201, 6280, 95991 and 21195 employees’ data belonging to Class-I, Class-II, Class-III and Class-IV correspondingly have been locked into the system.
Although the situation right under the nose of the department in the capital is satisfactory, compliance with the order has become a very difficult task especially in three circles of lapung, Namkum and Sonahatu. Irked at the lassitude of the officials of the three circles, Deputy Commissioner of Ranchi, Manoj Kumar, issued stern warnings to the officials of those circle and assigned targets for every month running up to the deadline to complete locking of data on to the portal.
“Officials did get time to complete the task but there was a lack of interest in doing so. Data of around 100 employees have not been locked till date. The number is small so we hope to complete the process on time. We issued monthly target to the officials,” said Nodal Officer for Ranchi, Dinesh Prasad.
