As it has been feared, yet another Budget Session of the Assembly is set to be washed out and end premature ly when the Business Advisory Committee (BAC) recommended Speaker Dinesh Oraon for it on Monday. Although more than a week’s time was remaining, the Speaker announced in the House that the Session would end sine die after performing formalities to pass the annual Budget on Tuesday.
The situation aggravated to that level when the Opposition in the form of JMM and JVM persisted with their demand for removal of some of the top brass of the State bureaucracy along with cancellation of result of ASI published by Jharkhand State Service Commission.
The Speaker tried his best to pacify the members, snubbed them occasionally, adjourned the proceedings thrice and even said that the unruly behaviour of the members would bring bad name for Jharkhand Assembly before the rest of the country. Finally he called the meeting of the BAC to find a solution and when the similar scene played out during the post-lunch session, the Speaker announced the recommendation of the Committee. “The BAC has discussed and recommended that the House would debate and pass the annual Budget for the financial year 2018-19 along with the vote of accounts and the finance Bill on January 30. Thereafter, the House would end sine die,” said Oraon and placed the motion for vote which was passed with loud ‘Ayes’ coming from the treasury benches. Incidently, this is the second Budget Session which met the fate of this kind in a trot thanks to pandemonium over one issue or other. Moreover, a clear hint for this had come last week itself when BJP chief whip Radha Krishna Kishore had told to The Pioneer about this.
Explaining the predicament in front of the Government in the situation like this, Kishore reiterated his stand. “We all but Hemant Soren and Pradeep Yadav wanted the House to function. But if it has to function in this fashion then it is better that it does not function. Our stand is very clear that the Opposition through laid down rules bring the issues they want to discuss and the Government is there to answer. Once the reply is made, they cannot compel to act as per their wishes. Unfortunately, their intention was this only and the Speaker sensing it ably declared to end the Session,” he said after the BAC meeting.
leader of Opposition Hemant Soren, who in the heat of the moment went on blaming the Speaker for running the House with bias and repeated it again and again, made his intentions clear outside.
“Opinions were divided in the BAC. The Opposition was of the view that the House would function if the Government comes up with due response. It seems that the Government was not in a position to respond. Moreover, the JMM is fully prepared to take the issues concerning the people to the streets like we did in the case of the CNT-SPT, land Acquisition Bill and others where we have got justice also,” said the JMM leader.
Unaffected with the politics of the two sides, pain of the Independent single members came pouring out in open. “Smaller parties like us are badly hit out of all this. What answer would we give to our voters back home when none of their questions came for discussion and reply hereIJ It is painful to see officials being let-off smiling,” said Navjawan Sangharsh Morcha’s Bhanu Pratap Shahi.
