Stamp paper crisis hits Steel City; SDO convenes meeting

Published on:

The steel city is facing an acute shortage of non-judicial stamp papers for past few weeks now. As a consequence, people, including the litigants, are facing a harrowing time in getting their work done.

Concerned over the situation, Dhalbhum SDO, Suraj Kumar convened a special meeting of the treasury officer Deepak Verma,  sub-registrar Ashok Kumar Sinha and chief manager of Bank of India Tanmay Kumar Tarak at his chamber this afternoon. It was decided that Bank of India will start providing e-stamp paper in the Steel City, keeping in view the acute crisis of the non-judicial stamp papers.

The move is aimed to help people  who were facing  difficulty in getting their legal work executed in absence of the non-judicial papers.

Kumar said he took stock position of the stamp papers in the treasury office in Jamshedpur, Seraikela and West Singhbhum.

“Concerned over the prevailing situation we had approached the registrar, Jharkhand at Ranchi for knowing the status of fresh supply of the stamp papers.  But, when we were informed that the stamp papers are in the process of printing and will take three to four months for a new stock of the stamp papers to come here, he prompted to convene the special meeting of the Bank of India’s chief manager and the Sub-registrar as well as the District Treasury office on Wednesday,” said the SDO.

The non-judicial stamp papers are needed for getting affidavit and other work in Government offices. Since the past two months, the supply of the non-judicial stamp papers, especially of the lower denomination like `5, `10 and `20 has stopped to the Jamshedpur treasury office. As a result of the absence of the non-judicial stamp papers, the people have to face harrowing time in getting their important work which requires affidavit.

Significantly, for getting their work done at an urgent basis, the people used to cough up `100 for a non-judicial stamp paper of `10. Moreover, several people would go to Seraikela in the adjoining Seraikela-Kharsawan district for availing the stamp papers.  But the crisis has reached at its height as such stamp papers have exhausted in the Seraikela court also.

The Dhalbhum SDO  said the  chief manager of the Bank of India has agreed to set up a counter for providing e-stamp paper, but he has not given a time frame for opening the facility.
