SSP Kishore Kaushal on Tuesday inspected the prisoners’ ward and took stock of the security after the escape of two prisoners getting treatment from Rajendra Institute of Medical Science (RIMS). He assured to complete the shortcomings in the prisoners’ ward at the earliest so that this kind of incident does not happen in future.
Kaushal said that in RIMS, prisoners from different districts of Jharkhand are admitted when they need special medical attention. “For those prisoners in RIMS, it is the responsibility of the force coming from different districts to keep an eye on them. During review it was found that force is required in the prisoner ward. It turns out that the forces coming from outside are negligent of duty. The negligent policeman engaged in security will not be spared. This kind of incident has happened before. The police will talk to hospital management and CCTV will be arranged,” he added.
On the night of October 15, at Jharkhand's largest hospital RIMS, two prisoners -- Amit Oraon and Masroof Alam -- escaped by breaking the bathroom grill. Extremist Amit Oraon alias Bhagat, absconding from RIMS, was under treatment for about three months. Gumla police sent him to jail on December 26, 2020 in Bishanpur police station case number 34/20. Amit Oraon, a resident of Gurgaon, located in Senha police station area of Lohardaga district, was sent to Ranchi RIMS for better treatment from Gumla Hospital on July 19, 2022, through jail after his health deteriorated.
Alam, arrested on the same charge of molestation, was admitted by the Hazaribagh Police to RIMS for treatment. Both were undergoing treatment in the prisoner ward of RIMS. Both were admitted under the supervision of doctors of the Department of Medicine. This is not the first incident of a prisoner absconding from RIMS. In the past, prisoners have escaped from RIMS by dodging the police. Despite several incidents, the careless police did not learn a lesson.
Sadar DSP Prabhat Ranjan Barwar has handed over the report to Kaushal after the investigation in the absconding case by cutting the toilet rod of the prisoner ward of RIMS. The DSP has recommended action against eight policemen for negligence in work. These include Inspector Naveen Kumar and Havildar Cornelius Billung of Ranchi District Force posted in RIMS, Rajendra Oraon and Mohan Mahali of Gumla District Force, Havildar Muneshwar Bharti and Somlal Hansda of Hazaribagh District Force and constable Vinod Ram, Gandur Gop of Jamshedpur District Force. The SSP has done a show-cause to the policemen of Ranchi District Force. At the same time, action has been recommended to Hazaribagh SP, Gumla SP and Jamshedpur SSP. Hazaribagh SP has suspended Havildar Somlal Hansda after the show cause. Here, different teams of police have been sent to Gumla and Hazaribagh to arrest the absconding criminals. A team will also be sent to Garhwa.
