Slow but steadily the State Art, Culture, Sports and Youth Affairs department is gradually working on setting up Sports Academies by next year and then start with the establishment of Sports University with the joint venture of state government and tender granted companies for these two projects.
On July 2, Chief Secretary RS Sharma had held a meeting to emphasise on these two yet to begin long-term projects.
“Depending on the shuffle of Government rule in the State, we will be notifying the tender for Sports Academies to be made at Hotwar and Morhabadi within one to one and half months so that the interested public and private companies can participate after which we can develop the infrastructure of this training hub for various discipline of games in coming six months,” said State Art, Culture, Sports and Youth Affairs Director Ashok Kumar.
This concerned department has framed certain parameters for carrying out the tender. “After the analysis of parameters, we will notify the tender,” added Ashok Kumar.
As decided earlier, Jharkhand Infrastructure Development Corporation Development (JINFRA) is a consultant for Sports Academies as well as for Sports University.
There would be 50 per cent reservation for students of the State and 50 per cent reservation for students outside the state. Kumar informed, “Sports Academies will basically train students in their interested field of game. Coaches from Sports Authority of India (SAI) and those sponsored by the bidding party will be tutoring the enrolled student players. No role has been assigned to the local sports associations here.”
“As far for the Sports University, it will be lined up after the Sports Academies are made. International level standards would be maintained in Sports University followed by courses like sports medicine and sports activity. There is no requirement of approval from University Grants Commission for this sports varsity. Our officials had visited Germany sometime back for gathering inputs on this special sports educational institution which is in process and will take time to for implementation,” Kumar briefed.
Earlier, the Government was supposed to work for these two projects in Public-Private Partnership (PPP mode) but now the same projects are to be dealt with joint venture since government is able to fill up the gaps pertaining in a project with joint venture collaboration. Ashok Kumar conceded that joint venture helps in running the projects successfully wherein government is able to fill the gaps related to the project.
