In a major decision, the Governor on Monday gave his assent to Advisory Council’s recommendations for SMS (short messaging service) gateway service, payment gateway to effect online transfer of money from state treasuries, pension scheme for newly recruited Government employees and allowing printing of revenue stamps on demand.

Talking to media persons, Principal Secretary Cabinet Co-ordination department JB Tubid said, “Anyone can obtain information any type of information through SMS.” The SMS gateway will be maintained by Centre for Development of Advance Computing (C-DAC) which will be paid by the government.

Government will rope in National Database Management limited (NDMl) for making payment for government works through a gateway. Under the terms and condition the NDMl will maintain the system for three years or till the contract is terminated. The contract could also be extended by mutual consent.

“People do not need to run from treasuries to bank to receive payment. Under the system the money will be transferred directly in the account of the beneficiary,” added Tubid.

Significantly, for obtaining fee on e-registration, government will rope in Stock Holding Corporation of India (SHCI). The step is landmark in the sense that it will reduce the delay often faced by people for getting revenue stamps of preferred denomination.

“There will be no stocking of revenue stamps. Vendors will take license from the SHCI and will print stamps of the denomination as and when demanded,” added Tubid.

The State Government also approved Contributory Pension Plan for employees recruited after January 1, 2004 for which AXIS Bank has been selected as trusty bank.

It also approved the recommendations for constituting Jharkhand Urban Infrastructure Development Company limited which will take care of all infrastructure projects in urban areas.
