A series of show cause notices issued by the Chancellor Office and Human Resource Development department has shaken the VBU administration. Within three days, VBU administration has got four such notices. The persons to whom these notices have been served are VC Dr RN Bhagat, Registrar Dr SP Sinha, Finance Officer Ajay Kumar Ram and Inspector of Colleges, Arts and Commerce Dr Naveen Kumar Prasad.
It started on June 20, when the Human Resource Development department issued show cause notice to the Registrar Dr SP Sinha. In the evening June 21, a fax of show cause notice to the Vice Chancellor came from Chancellor Office and finally on Saturday, two more notices to Finance Officer and Inspector of College came from Raj Bhawan.
All these notices are related with one matter — the appointment of Finance Officer and Inspector of College, Arts and Commerce. In November 2010, RN Bhagat has appointed both putting aside the objections raised by the committee constituted by former Acting VC Jl Oraon. At that time, it was said that he had taken this decision on the basis of directive letter issued by Chancellor Office.
The appointment of both these officers had been a matter of controversy since their names were recommended by Jharkhand Public Service Commission. After getting the recommendation of JPSC and objections of other candidates Jl Oraon constituted a committee which reported that both do not fulfil the minimum requisite qualification for the posts. On the basis of this report, Oraon refused to appoint them.
In August 2010, RN Bhagat took the charge as VC of VBU and in November 2010 he appointed both. Then the opposition moved to higher offices and after several enquiries finally the HRD Ministry concluded that VC has done wrong. HRD issued letter to VBU administration to remove both and to report but VBU ignored it.
Then, the opposite party moved to Chancellor Office and about three months back a letter came from Raj Bhawan in which there was order to remove both. At that time both Registrar and VC replied to the Chancellor Office separately. After this, the Chancellor Office sought explanation from former Registrar EN Siddique. The HRD has asked the registrar that what step he had taken on their previous letter and why he had not informed anything about it. The Chancellor Office has asked to VC Bhagat that why not you should be punished for wrong interpretation of Chancellor Office letter. Raj Bhawan has directed both the officers to prove that at the time of applying for the post you possessed minimum requisites for the post.
