The drawbacks of Ranchi University (RU) in managing the regularisation of Private B.Ed colleges, inability in Below Poverty line (BPl) admission, Tribal Regional language (TRl) department crisis, delay in seeking Advocate General’s opinion for last four years budget, college infrastructure hurdles, digital signature implementation and declaration on advance salaries to non-teaching staffs, were pointed out by the senate members at large during its seventh senate meeting on Monday.
With RU facing the charge of not abiding to the National Council for Teacher Education regulation followed by State Government since 2004, an argument took place among the members. The issue was basically referred as 314 B.ed students of 16 Private B.ed colleges who had to face difficulties recently in their exam registration process as their colleges have enrolled more number of students than allowed. Senate member Brijesh Kumar and Saraswati Mishra informed that such colleges usually fail to get B.ed students for science subjects whereas the response for science and commerce is infinite.
RU has already received affidavits from such Private B.ed colleges for not taking further admission in this wrong process. From this session onwards the university holds the right to admit B.ed students in the private colleges. Dr Saraswati Mishra said, “Private B.ed Colleges are no more allowed to take the student’s admissions directly.” Human Resources Development (HRD) Minister Geetashree Oraon who is also a member of this senate assured to take preventive measures over this unauthorized admission process in Private B.ed colleges.
Considering the lack of awareness for BPl reservations in under graduation (UG) and post graduation (PG), Dr Bhagat has decided to aware the rural mass through its National Service Scheme (NSS) students. “As many as 200 volunteers from our colleges will aware the rural mass about the 10 percent reservation in UG and PG seats. In this way none the BPl seats would remain vacant. We will also notify such reservation schemes within the college premises soon as the admission for 2013-16 UG session is going on,” he said.
The BPl quota admission was raised as there has been no BPl student admission in Khunti’s Birsa College, Gumla and Sisai College in 2012.Stating woes on this BPl admission matter Principals, PG department heads and other senate members here highlighted on the unavailability of BPl cards to the students due to which they fail to take admission in such special quota and as a result seats remain vacant.
RU has also failed to seek Advocate General’s opinion on its last four years budget approved by the Senate from 2008 to 2012. Members including Former Vice Chancellors and Pratul Shahdeo questioned on why it has not been done till date inspite of discussing the matter in the last senate meet held on December 20 in 2012. Speaking a solution for this excuse, RU Vice Chancellor (VC) cum Senate Chairman Dr laxmi Narayan Bhagat said, “Registrar Dr AK Choudhary will get it done within one month.”
Doubt clouds over university syndicate’s decision to provide advance six months salary to non-teaching staffs for their daughter’s marriage. Higher Education Director Dhirendra Nath Ojha and Former VC Dr AA Khan opposed the issue and said university does not owe the power over sanctioning such advance financial grants .VC Dr Bhagat then announced that this decision will remain pending for now.
Members requested the HRD Minister to frame a state level Internal Quality Assurance Cell (IQAC) meant for National Assessment and Accreditation Council (NAAC) evaluations so that the university’s IQAC managing soon to begin IQAC of most of the colleges can have a scope for discussing the matter on monthly basis with State administration. Objecting on digital signature of certificates, Ojha along with Former VCs and prominent members like Pratul Nath Shahdeo told VC to ask the students to return their certificates and provide hand written signature on it else it would be of no use. A committee under the aegis of Former VC Dr KK Nag was framed to look after infrastructural problems dealt by Ram lakhan Singh Yadav College, SS Memorial College and other city colleges such infrastructure issues of these colleges.
