Condemning the increasing incidents of minor rape cases in the State, Chairperson, Jharkhand State Commission for Protection of Child Rights (JSCPCR) Aarti Kujur today assured all possible support to the rape survivors (girls from Gumla and Chhatra districts) admitted at Rajendra Institute of Medical Services (RIMS) besides approaching the Chief Minister to brainstorm on the measures to curb such incidents.
Kujur alongwith Mayor Asha lakra on Tuesday visited the pediatric wing of RIMS to know the well-being of the two kids who were admitted few days back in the critical condition at the biggest State owned hospital.
After collecting first hand information from the doctors under whose observation the rape survivors are undergoing treatment. Kujur and lakra interacted with respective families and asked about the medical services that are being provided to their kids for early recovery of children are satisfying or not. Dr. Abhishek Ranjan, Pediatric Surgeon who assisted the team said that after undergoing surgery, the condition of both kids is slowly improving.
“All the ruptured parts have been reconstructed well. The kids are under observation of our expert team. Earlier, one of them who hailed from Gumla district was quite serious but she too is getting well while the child from Chatra district is well, after completing the medical procedure, she will be discharged soon. Both of them are responding well,” Dr. Ranjan said.
While showing despair, Kujur, said, “This is heinous crime. The Commission will approach and write to Chief Minister, Raghubar Das regarding this. Attempts will be made that victims get justice in any circumstance at the earliest. Also, further stringent the norms will be formulated for speedy trial and justice.”
She further said that they have written to National State Commission for Protection for Child Rights (NSCPCR) to intervene in the matter besides informing the senior officials. However, Kujur failed to give the exact number of minor rape case incidents registered so far in the State. Notably, SCPCR, the nodal agency working for protection of child rights whiling taking up the issue of children’s violation repeatedly have not yet compiled any such details since its inception.
“Soon after receiving the data from different districts, we will compile the figures. We will ask the respective SSPs to provide us with the details, so that accordingly measures can be adopted considering the number of cases in each district. I will see to this that proper records are maintained,” Kujur further said.
According to the Criminal Justice India Series – Jharkhand report under the rape category (Section 376 IPC), total number of minor rape cases registered in Jharkhand in last five years were 85 of which only in 37 cases, charge sheet was filed bringing the charge sheet filing rate to 43 percent merely. Also, only in 14 such cases final reports were submitted.
Other collective report from different sources too hints about the increasing crimes rate against women, particularly in rape category. Till November 2015, the total number of rape cases (both minor and major) lodged in Jharkhand was 1,124 which were 967 during the same period in 2014.
