Skill development mission in Jharkhand will kick start with training of around 4,500 construction industry workers in six districts of the State as the Jharkhand Skill Development Mission Society has started selection process for trainers who will hone skills of workers of the unorganised sector.
The pre-assessment exercise has been completed in around six districts in the pilot phase.
The training programme will be initiated as a new project under the name as Saksham Jharkhand Kaushal Vikas Yojana (SJKVY) which will continue on pilot mode from October, 2015 to March, 2016. Notably, the JSDMS would notify the shortlisted TSPs by October 17 and the training programme would begin from November.
“Initially the training programme would be done on pilot basis and then it will be undertaken as a continuous process. We have floated the RFP just now and let’s see the response we get to this and then the number of TSPs (Training Service Providers) will be known,” said Mission Director, JSDMS, Pravin Toppo.
The Recognition of Prior learning exercise will now be undertaken by professional services firm, Pricewaterhouse Coopers and Federation of Indian Chamber of Commerce and Industries of the shortlisted trainees to assess the gap in skills.
The two firms who are here to provide technical assistance and help in capacity building would also be playing vital role in the empanelment of the TSPs. According to sources, around five TSPs would be selected through a bidding process to train semiskilled workers.
“The training is to fill the gap needed to make them employable elsewhere. Since most of the workers don’t get certificate of competency in their work area, we will assess them, train them with the help of TSPs and facilitate their certification from Directorate General of Employment and Training,” said a PwC specialist working on the project in Jharkhand.
The six districts where the training programme would be provided are Ranchi, Dhanbad, Jamshedpur, Saraikela-Kharsawan, Palamau and Gumla with the capital being first to begin the skill enhancement exercise where the number of trainees would be around 400. The skill enhancement training would be conducted in a batch of 15-30 trainees.
The TSPs would be responsible for ground level mobilisation of trainees, providing counselling and linking Aadhaar number of trainees with their registration number. The training manual will be compatible with National Occupational Standards and Qualification Packs developed by Sector Skill Councils.
The training would gradually cover other high impact areas such as Agriculture, Food Processing, Domestic Workers, Security, Handicrafts, onstruction, Mining, Power & Utilities, Tourism & Hospitality, Retail, Telecom, Apparel, Beauty & Wellness, Transportation & logistics, Automotive, IT and ITES among others.
