Finance Minister Rameshwar Oraon on Wednesday presented the third supplementary budget of Rs 4546 thousand crore in the Assembly on Wednesday. The maximum provision of Rs 645 crore has been made for the Energy Department in the supplementary budget. Apart from this, Rs 100 crores to the Building Construction Department, Rs 400 crores in pension head, Rs 112 crores to Forest Environment Department, Rs  327 crores to Health Department, Rs 172 crores to Home Department, Rs 122 crores to Industry Department, Rs 365 crores to Road Construction Department, Rural Development Department Rs 136 crore, Rs 162 crore for Water Resources Department, Rs 470 crore for Scheduled Castes, Scheduled Tribes, Minorities and Backward Classes Welfare, Rs. 371 crore for Education Department.

Speaking on the Governor's address in the Legislative Assembly, Chief Minister Hemant Soren said that the responsibility of maintaining the State's identity and separate existence lies with the MPs and MLAs as well as the common people. Our opposition colleagues did not use the word Johar, but nowadays a board of Johar has been put up in the party office itself.

State has a new Governor and a Chief Justice. In the swearing-in ceremony of the Governor, the Chief Justice also started with the word Johar. It is a distant thing for tribal people to reach big positions, they are not getting proper respect. Our government is working with the thought that Garib Adivasi, Dalit native should get respect. We take everyone along. Our intention is clear that everyone should get justice. This is the reason why the programs which are started for tribals and Dalits, other sections also start demanding it and then we try to include everyone, that is what we are doing.

“The government takes its works to the people through the governor. We are trying to run the government with positive thinking. If we want, we have written our praise in the speech, then we can also write about his failure. For the first time in 20 years, they are getting training on how to raise questions. We have just come to power, they have been in power for a long time,” Soren said.

He said that the reason for child marriage, feticide is poverty and illiteracy. This is being curbed by the Savitri Bai Phule scheme. With this scheme, we are educating the girl child. If the girl child studies, the coming generation will also be educated.

After the formation of the state, most of the time these people ran the government. They are worried about how they will come back. This is the reason why they are constantly raising the issue of corruption, law and order. This has not happened in a day. Everything is done by them. We are cleaning this mud.

The people in the opposition come from a group that has immense powers. These are the people of that community who run Gujarat, Maharashtra. Then why Jharkhand was left behind. Last time there was a double engine government, then why didn't development happen.

“How many tribal Dalits are IAS, IPS, judges today. The opposition that came in a planned manner made Jharkhand a grazing land, looting state resources,” said Soren.

There is a loss of Rs 5-6 thousand crores to the government annually due to GST. They have made such a policy that the states financially harmed. Sweets were distributed by making 1985 as the cutoff date. Targeting the BJP the Chief Minister said that they looted the land by blowing up the elephant. Shut down the schools.

Meanwhile, the issue of stray dogs echoed today in the ongoing budget session of Jharkhand Assembly. BJP MLA from Bokaro and party chief whip Viranchi Narayan brought a question related to the menace of stray dogs in urban areas especially in state capital through short notice. The BJP legislator said that every year more than 20 thousand deaths occur in the country due to stray dog bites. In Jharkhand too, on an average 50 people are dying, but dog squads have not been formed in any district except Ranchi. He demanded the government to set up dog squads in all the districts of the state. Echoing the views of BJP lawmaker, CPI (ML) MLA from Bagodar Binod Singh said that there is no compensation policy in Jharkhand for the death due to stray dog bites; however, in other states there is compensation policy for death due to dog bites.

As the issue is linked to public issues, other MLAs also supported the matter raised by Viranchi Narayan. Koderma MLA Neera Yadav raising the issue said that Speaker Sir, even in the assembly premises, four-five stray dogs roam around. MLA Mathura Mahato said that the stray dogs caught in Bokaro district are released in Dhanbad district by district administration and municipal authorities.

Replying to the issue raised by lawmakers, minister in-charge Satyanand Bhokta said that the government is committed to prevent stray dogs. He said that even now stray dogs are being vaccinated and sterilized. This work will continue even further. He was assured to consider the demand for formation of dog squad.

In other developments mobile phones of officials taking photos of the house from the gallery were seized on the orders of the speaker. On Wednesday, an officer sitting in the officer's gallery was taking photographs of the House while walking. MLA CP Singh saw this and spoke in front of the speaker. The speaker said that this should not happen. He directed to seize the mobile of the officer. Earlier on February 27, at the time of National Anthem, 7 office bearers of the Officers' Gallery were sitting on their seats. The MLAs had also expressed their displeasure about this.
