The Ranchi Regional Development Authority (RRDA) member Manoj Pandey has reopened fire on civic body Chairman Parama Singh charging him with appointing “a corrupt” official as his Personal Secretary.
Pandey coming out with allegations on Sunday said that he, along with couple of other office bearers of RRDA was going to meet Governor Droupadi Murmu to hand over a memorandum to her against the Chairman’s decision with supporting documents of corruption against Shashi Bhushan Singh.
“Shashi Bhushan Singh, a revenue department employee, has remained under scanner of anti-corruption agencies against for corruption and amassing inappropriate assets. He is proud owner of 3-4 flats in his meager income. Bringing such a tainted employee as personal assistant to the Chairman is not a good sign for the regulatory body. Ironically, some of the agencies have given him clean-chit not after investigating the matter, but after asking only him whether he was guilty or not,” charged Pandey. He added that a complaint against Singh had been filed in Anti-Corruption Bureau (ACB) also.
At the same time, Parama Singh on Sunday rejected allegations of trying to introduce any corrupt Government employee into the RRDA. He said that Shashibhushan Singh had come clean after charges of corruption and inappropriate assets made against him were investigated thoroughly by state anti-corruption agencies.
“I must tell that he is a revenue department employee with sound knowledge of RRDA catchment areas. Those against this appointment are against him only because of the fact that their wrongdoings in civic bodies so far could be exposed. That is their actual fear,” claimed Parama Singh.
Notably, Parama Singh had recommended name of Shashi Bhushan Singh as his ‘external secretary’ in January this year, which was also accepted and forwarded by Urban Development Department Minister CP Singh to the concerned Department.
He was subsequently relieved from his parent Department and was asked to extend his services to Parama Singh until further orders from the Government. But he has been kept in stand-by mode since March this year and has not joined yet in RRDA.
“This entire process of bringing Shashi Bhushan Singh in civic body is wrong, as the Chairman is already having Ajay Nayak on this post who has not been relieved, and RRDA constitution doesn’t allow its Chairman to have two external secretaries. But Chairman’s adamancy to have Shashi Bhushan Singh around him is not only beyond understanding, but also questionable,” said Pandey.
To this, Parama Singh said that he was going to have Ajay Nayak as his assistant and Shashibhushan Singh as personal secretary. “This is not a question of legality. This is a question of existence for those who have remained neutral during past wrongdoings which Shashibhushan Singh is capable enough not only to expose but to stop also,” said Parama Singh.
