Roy writes to Guv on 'illegal' appointment of OSD to CS

Published on:

Senior BJP leader and former MlA, Saryu Roy, wrote a letter to the Governor on Friday expressing his discontent over the process of appointment of IAS officer Pooja Singhal as Officer on Special Duty (OSD) to Chief Secretary Sajal Chakraverty. Roy lodged his protests with the statement that such appointment was not allowed by any provision of either Jharkhand Executive Manual or Indian Constitution nor has any circular been issued by State Government before or after the appointment

regarding the same.

Roy also denied this being an act of ignorance and tagged this appointment as a planned one on the part of the state’s Chief Secretary.

The fact that Singhal’s appointment was validated by verbal consent of the Chief Minister and does not have the Governor’s approval has also been raised by the BJP leader in his letter. Roy stated that a Jharkhand Administrative Service official in the CM office has instructed the Personnel Department to issue a notification in respect to this consent of the Chief Minister. His doubts regarding the credibility of this notification were expressed strongly.

Even other appointments, transfers and promotions of IAS officials after 28 January, 2014 in the state were questioned too by Roy on account of the notification issued by the Centre on the same date stating that these matters will be handled by the Service Selection Board and Jharkhand Government has not taken this notification into account.

Roy requested the Governor to look into the

matter, taking action against the wrongdoers.
