Roy concerned over deduction in Central share in State Budget

Jamshedpur East MLA Saryu Roy today expressed concern over deduction in Central share in State Budget, stating that Budget is beautiful but not practical.

Roy sharing his views in the budget discussion in the Assembly said that it is a matter of concern that the Central share in the budget is declining year by year. He said, “Last time the Central share in the budget was 30 per cent but this year the share has reached to 24 per cent. It is a matter of concern for a State like Jharkhand, why Central share is decreasing year by year.”

Roy, the rebel BJP leader, who defeated former Chief Minister Raghubar Das, said, “Apart from decline in Central share in budget the other matter of concern is that State loans have increased. Last year the loan borrowing percentage was 13 per cent which this year has gone up to 16 per cent.”  Roy claimed that for a State like Jharkhand loan dependence is not good for the State's financial health.

During the discussion on the budget in the Legislative Assembly, Roy said that the share in Central rates is going down. Last year it was almost 30 per cent, which has come down to about 24 per cent this time. Why this rate is decreasing should be considered. He said that last time the loan was 13 per cent which is 16 percent this time.

Jharkhand finance Minister Rameshwar Oraon on Wednesday presented the budget for the year 2021-22 in the State Assembly. Oraon presented the State Budget with a total outlay of 91 thousand 277 crore rupees, with an increase of over 7,100 crore rupees in comparison to last year’s budget. A provision of Rs 1200 crore has been made in the Budget for waiving off farmers’ loans.

Roy during the budget discussion also opined that as financial borrowing has gone up in the State in the last few years, the Government should downsize its budget size. He said, “The Jharkhand Government should not make a budget of more than Rs 65 thousand crore for the coming two years. Departments are unable to fully utilize their funds. This is a very worrying situation.”

Talking about department wise spending of budget, Roy said the Agriculture Department was able to spend only 6.69 per cent of its head. Agriculture Minister Badal should think. Roy said that an SHO has to juggle with the market to buy paper. They do not get money at all. Saryu Roy said that only increasing the money in the budget will not lead to development.

Budget money will also have to be spent. He said that the departments connected with the public should get direct money.  In the budget discussion from Roy, Congress legislators Pradeep Yadav and Purnima Neeraj Singh also spoke on the occasion.
