Chief Minister Raghubar Das assured that he will conduct review meeting every three months to ensure that development doesn't go off-track and every penny spent is utilised for the progress of development-starved Jharkhand. The CM asserted the State Government's vision after drawing flak from Opposition parties during a discussion on 'Jharkhand Appropriation- 3 (2015)' Bill in the ongoing Budget Session.
The Bill was passed by voice vote and amid the CM's claim that the Bharatiya Janata Party (BJP) as well as National Democratic Alliance sticks to its promises. "We will review projects every three months and therefore during the Budget Session I penned letters to all Ministers and secretaries seeking roadmap for three months. Everything will be monitored and we will ensure that every paisa of the Budget is spent on ground," said Das, adding that no project will be shelved in the State.
The CM also informed the House that the Government is serious about industrialisation of the State without which unemployment cannot be wiped out and that the Government will pool 10,000 policemen from blocks besides recruiting additional 2000 Multipurpose Workers for the State.
While replying to the Opposition's charges of blindfolded development with no roadmap to depict flow of funds from the Government's kitty to the end beneficiary, Das reminded the Opposition of previous sessions and roadmap of various departments shared by respective minister during 'demands and grant' session of the House.
"We presented our statement of accounts on March 3 and after that all the Ministers presented their projects during the demands and grants session," added Das.
Earlier, the Opposition tore into the Government's appropriation Bill with scathing remarks about prevailing state of affairs in all sectors and alleged that the Government is working without any detailed plan to execute projects with the money that has been sanctioned. leading the attack, leader of the principal Opposition and Jharkhand Mukti Morcha leader Hemant Soren advised the Government to create a system of bottom-up approach to conceive any project. The Soren scion also questioned Government about plans to meet expenses of those schemes where the Centre has stopped providing grants.
"The Government should place an agency or put up a system to study priorities of rural areas and prepare an execution plan. Government should also inform how those projects which have been stopped by the Centre will be funded and prepare a plan for better utilization of budget," maintained Soren.
Soren, who ruled the State before the NDA came to power, alleged that the present Government is putting a lid on most of the projects that were initiated by the previous Government, including a tender on sewerage and drainage for the Capital and sand quarrying. The NDA, however, rejected charges leveled by Soren on cancelling tender process.
