Former close aide of JVM supremo Babulal Marandi and considered ideologue of the party Praveen Singh on Sunday launched a new outfit ‘Jharkhand Nava Bihan’. The organisation would be fully political in nature and instead present its ideas to solve issues the State is facing on socio-political fronts. At the launch over 1000 people from different walks of life, most of them were from the JVM, remained present. Praveen Singh On the occasion said that the doors of the outfit are open for intellectuals, thinkers, professionals and social workers including politicians.
“We are not going to have a political face right now so that anyone with innovative idea and thought for the wellbeing of Jharkhand can come along and work. Jharkhand Nava Bihan would at least for the five years observe the activities of the Government and those in the Opposition and organise seminars, meetings and exchange of idea programmes on various policy matters. We would present constructive suggestions time to time and build pressure around to implement the ideas for the greater good of the State,” said Singh after the launch.
The leader had quit the JVM following the Assembly poll debacle the party had faced. He was said to be unhappy with the political maneuverings the party did, especially its terms with the BJP under new alignments and had also expressed his displeasure blaming Marandi for handing over its key affairs to JVM general secretary and MlA Pradeep Yadav. Before quitting, he had termed the first Chief Minister of the State and founder of JVM as a leader incapable to lead an organisation.
The organisation at the time of launch has also come up with draft domicile policy for the State, considered a burning issue before Jharkhand. Interestingly, the State Government has couple of days back announced in the Assembly to formulate domicile policy in two months time. “I think no political party in the State wants to touch the contentious issue and keep lingering on it. But the policy has to be defined as it has hampered growth of the State. We have come up with a draft which sees the social and demographic realities of the State differently from Odissa, West Bengal and Bihar; the States earlier associated with Jharkhand. Thus the policy for the State should also be based on ground realities and not a copy of the others,” added Singh later talking to The Pioneer.
The draft has segregated entire population of the State into three sections and suggested reservation in class III and IV jobs on 50:30:20 ratio. “The first group is of moolvasi whose names appear into the 1932 khatiyan. The second is of those who came and settled here before 1952 and have their names in the voters list. The last one is consist of those who came before November 15, 2000 and do not have been named as domicile of any other State,” said Praveen Singh.
The draft has provision for reservation for all the sections provided certain certification is there. The draft would be submitted officially to the Chief Minister, leader of Opposition and heads of other political parties and their opinions would be sought to fine tune it further.
