Jharkhand Government, HRD minister and higher officials of education department always talk about the measures being initiated to make the government schools at par with the primary schools. They talk about Kasturba Schools, Project Schools and up-gradation of schools as steps which have yielded better results.
Everyone knows that there is a direct relationship between the performance of schools depends upon teachers working there. In government schools since last one decade or more the number of teachers working always remained less in comparison to requirement. The government opened new schools and upgraded some schools but never made appointments as per requirement.
The performance of government schools is going down and down day by day due to this problem of shortage of teachers. Its adverse effect became visible every year in matric and intermediate results where due to poor performance of students of government schools the inter science result has never crossed 50% mark since last 6-7 years and 60% mark in other streams.
In Hazaribagh district only 14 posts of headmaster and 152 posts of teacher is vacant nowadays. The schools were full-fledged headmaster is not posted are running with the help of acting headmasters who do not take much interest in their part time job because though having all requisites the department is not ready to promote to the post of headmasters.
There are 20 government high schools in Hazaribagh district. 200 posts of assistant teachers are sanctioned in these schools and against these sanctioned posts only 118 are working. So 82 posts are vacant in these schools and due to these vacancies schools of rural areas are suffering more.
In 1981-82 and 1984-85 the government had opened 14 Project Schools in the district. 112 posts of teacher were sanctioned for these schools but nowadays there are only 42 teachers in these 14 project schools of the district. 70 posts are lying vacant which is sufficient to show why these schools are performing so badly since last few years.
