Former Rajya Sabha member Mahesh Poddar has demanded early regularization of unauthorized construction of buildings in Ranchi. Today he has written a letter to Chief Minister Hemant Soren in this regard.
According to Poddar, it is clear from Jharkhand High Court's ban on building construction in Ranchi and various guidelines that it is a matter of great public interest. After becoming the capital, there has been a lot of boom in building construction in Ranchi.
Poddar has written that due to corruption and intimidation prevalent in the process of getting the map passed since the time of Bihar, unauthorized construction got a boost. Instead of correct implementation of the master plan, the attention of the officials remained in corruption. Citizens who submitted maps for building construction were harassed in the name of nature of land, ownership, Khatian, mutation etc. instead of giving approval, while such cases belong to the Land Reforms and Revenue Department.
He has suggested that the Urban Development Department should ease this process. Create a panel of architects and authorize them to prepare building plans as per the building bylaws and take responsibility for the same.
According to Poddar, the owners of old buildings who do not have their maps, should make available maps by extracting them from the records of Municipal Corporation and RRDA so that it is possible to regularize them. The deviations that have happened so far should be regularized by charging a minimum fee. Concrete steps should be taken to prevent unauthorized construction in future.
