Principal district and sessions judge of civil courts in Daltonganj Vijay Kumar has set up a three-member committee on Jharkhand Victim Compensation Scheme (JVCS). The committee is to have its first sitting next week.
Speaking about the panel, the PDJ said, “The JVCS tops my priority list. On my joining day only, I took stock of this scheme.” Vijay Kumar joined as PDJ in the last week of this August only.
He prodded the secretary DlSA Palamu MK Verma to brief about this committee, who said the secretary DlSA is the ex-officio chairman while ACJM and AGP are the other members of this committee. PDJ Vijay Kumar said the success of the scheme depends much on the way media is to present this among the masses.
He said even in hit-and-run case where a victim on being hit first tries to reassure himself that his limbs and bones are intact instead of noting the type, model and number of the vehicle and in this period, the accused gets away.
PDJ said such a victim if he pursues and presents his case properly will get compensation.
PDJ was holding Press briefing on Thursday with regard to the September 12 national lok adalat. This adalat is centered on all compoundable criminal cases. He said electricity cases, forest cases, excise cases, railway court cases are to be disposed in this September 12 national lok adalat.
Five benches have been set up and one help desk too for the clients to save them from problems said Vijay Kumar. The PDJ added reconciliation work in compoundable criminal cases is going on in the courts from CJM court and above from September 7.
A Nayaya Path, a vending machine installed in the building of the civil court, is non-functional for over six months. When asked, the PDJ looked towards M K Verma to explain, who said the vending machine is non-functional because the agreement reached with the NGO has expired and till it is renewed, it will not be churning out any paper relating to laws of use in daily life.
However, Verma said on September 12, the vending machine will be operative.
On Gram Nayalaya, Vijay Kumar said, "As of now, there is no proposal.”
The designation plate of this principal district and sessions judge reads ‘ Vijay Kumar Number 1’. On this, he said, “In State judiciary, there are a couple of Vijay Kumars. And hence every one of this name in this system is known by number like me’.
