The unfortunate baby that became feed for stray dogs in the premises of Rajendra Institute of Medical Sciences (RIMS) in the wee hours of Sunday could not be identified by the three-member committee. However, as the committee is ready to submit its report, inadequate security arrangement at the Government-run hospital has once again come to the fore.
The three-member probe panel headed by Health Directorate’s lady doctor Vidya Gupta will submit a report on Wednesday.
“The investigation is complete and we will submit a report on Wednesday. The baby could not be identified as it was difficult to do so with the recovery of the head only,” said Gupta.
The committee, however, found dearth of security and monitoring mechanisms at RIMS to prevent untoward incidents and also dispelled various theories that gained currency after the incident. The panel indicated at some of the measures that need to be adopted by RIMS to prevent such incidents from happening again.
“We found some drawbacks at RIMS. The female security guard is incapable of providing security; one CCTV camera is required near the labour room and one near the Hanuman Temple situated in the area which provides thoroughfare to people and animals like dogs. The area near emergency ward is probably where people dump aborted babies inviting dogs and other animals,” added Gupta.
Nonetheless, contrary to reports in media, the committee found that the couple who were under suspicion for allegedly disappearing after child birth still possess the child which is found to be alive. The committee gave a clean chit to the RIMS administration’s process of dealing with child birth cases but did express the easy access to the premises of the Government-run hospital an invitation to people to abandon unwanted child.
“The girl would not have born at RIMS. As reported, it was not born at a nursing home at Bariatu either. It could be that someone who did not want the child dumped the baby there,” maintained Gupta.
The baby’s dismembered body was found in the wee hours of Sunday when a night guard spotted canines ripping through the flesh of the child and by the time the guard shooed away the dogs the baby’s only remain was the head. The incident had sparked off a row and State’s concern for gender equality and sensitivity towards dis-empowered people.
