The announcement of date of nomination and voting for Panki bye election in Palamu has prodded Palamu administration that on Thursday set up 11 cells. DC Amit Kumar and SP Palamu Patel Mayur K lal held their joint press briefing detailing the election activity for the Panki Assembly Constituency that is to vote on May 16.

Kumar said the administration is working hard to set up Strong Room and Dispatch Centre for this bypoll. He said following a case in Jharkhand High Court Ranchi with regard to assembly election in Daltonganj constituency in 2014 the Strong Room stands sealed now and hence it will not be used for this bye election.

As regards Dispatch centre Kumar said the administration is equally concerned for this and these two issues of Strong Room and Dispatch Centre will be sorted out in another one or two days time.

There are 279 booths in this Panki constituency. About their being sensitive, hyper sensitive the officials said the civil and police officials would re assess and re evaluate the threat perception again with regard to these booths.

On relocation of booths Kumar said, “We have directed the BDO and the OC of the blocks and the police stations of this segment to ascertain the vulnerability of the booths calling for any re location this bye election and only then the administration will send he proposal for relocation of booths to the Chief Electoral officer Jharkhand Ranchi.” Nine booths in this constituency were relocated in 2014.  SP Patel Mayur said this ime its number is expected to be less than what it was in 2014.

The SP said the administration is trying to ‘cover’ maximum number of booths with Central Para Military Force as deployment of CPMF not only boosts the confidence of the contestants and the voters it also is indicative of neutrality and transparency.

lal was unequivocal when he said there are some booths in this Panki assembly constituency where chopper is to be used for ferrying the security personnel and polling team to and fro from the polling booths.

Dubious character people would be tamed under preventive sections of CrPC while verification of licenced arms would be strictly enforced.

Kumar said the model code of conduct is effective but not applicable to the entire district for matter like MGNREGA , Drinking water, digging of bore wells, MP lADS, MlA lADS fodder, agricultural inputs and subsidies and any launching of new schemes.
