Online land, marriage registrations face glitches

If you are staying in Jharkhand and planning to avail registration of land, marriage, or vehicle which is now done only through online, then you might have to wait for long. The concerned authorities are faced with technical glitches and are unable to find a prompt solution to the problem.

Around 7000 to 8000 deed writers and advocates across the State are on strike opposing the “online concept” i.e. e-stamping and e-registration since April 1. They maintained that e-stamping signifies joblessness, a lesser role of stamp vendors in future and hence tougher days for their dependents as well. As a result, revenue generation by all these departments has got affected.

Speaking about the details, an official of Ranchi registry office on Tuesday said, “Till last month, land and marriage registration was done manually. Since April 1, the registration has to be processed online at Pragya Kendras through an agency named IT Solution Company which coordinates a person’s payment details.

There is no option for

correction and the payment once done is not refunded if a mistake is found.”

“We pay for registration by payment gateway portal which always suffers network congestion. Here, we are confused because the overall expenditure of processing our documents is almost double than the expenses fixed by the government,” a youngster bothered with the charges on online payment form, said while showing

his sale deed.

Another person said, “For registry stamps there is only one bank in Ranchi and same in other districts of the State. But, in other states, each district’s registry office has an adjoining bank exclusively for stamping. Moreover, after standing in the long queue, bank people say stamps are not available in denominations beyond Rs 1000.”

Adding more to their woes, an elderly person in district transport office said, “Since April 15, this department is unable to process online registration of vehicles and produce a registration card claiming the defect in NIC services managing their work.” Hearing all these woes, an official at Pragya Kendra said that the extra amount for land and marriage registration is taken as miscellaneous amount for the hired agency IT solution working for the concerned sections.

“We are referring people to consult the deputy commissioner to take a decision on refunding the amount mentioned incorrectly in the form,” an advocate at Pragya Kendra said.  On the other hand, district transport officer Rajesh Kumar said, “The transport registration software is being changed by NIC from Vahaan to Vahaan 2 at New Delhi. It was supposed to be operational by Monday. But, nothing good happened so we are tolerating the temperament of people.”

Highlighting on the revenue loss, Sub Registrar Sunil Kumar said that they are facing revenue loss of crores since documents are not being presented in his office for past 22 days. According to sources, Chief Secretary RS Sharma held a meeting with state information technology department on Tuesday and has instructed his sub-ordinates to solve technicalities for the convenience of people across the state.

Sharma has said that the new system will bring efficiency, transparency and the system works faster and in a secure manner. “The major reform initiatives eliminate frauds, generates huge opportunities for the deed writers and other stake holders deriving livelihood through stamp vending and registration. The Jharkhand Automated Registration System -JARS is designed to remove the maladies affecting the conventional registration system by introducing electronic delivery of all registration services,” he has said.
