NUSRl seeks donations to meet infrastructure cost

National University of Study and Research in law, Ranchi (NUSRl) requires Rs 10 crore for set up of its permanent infrastructure in 63. 76 acres land at Nagri.

For this reason it is seeking public financial support. On Saturday, a High Court lawyer made the first such contribution by donating a sum of Rs 1 lakh for the law cradle. Sharing the necessity of this amount, NUSRl Registrar Alok Kumar Sengupta said that in a hearing on February 21, Jharkhand High Court had given liberty to the university to ask for funds from the mass.

“This financial crunch has made a serious question in front of the University to carry on the coming new batches on May 2014.VC Nirmal on his visit to the new campus on February 24 had put up a deadline in front of Central Public Works Department (CPWD) to finish the said work by the end of April, but the work is not possible without fund, so the University has requested the Corporate Bodies, Individual, Bar Council, UGC and other social bodies to donate funds for the rest of the construction,” official sources pointed out.

The university since its establishment in 2010 is carrying out the academic session at Birla Institute of Technology, Mesra’s (BIT) Polytechnic Campus. Every year, it has to rely on BIT Mesra officials for increasing the classrooms so that the fresh batch can be accommodated. Moreover, students find it difficult to commute from university to hostel since the boys are residing in Khelgaon residential complex and girls are staying in ‘Sahara Vihar’ wherein a large sum of rent is paid by NUSRl to these respective owners.

Registrar Sengupta said, “NUSRl has already exhausted an amount of 36 crores out of the allotted budget of 50 crores and is in need of more money. CPWD engineers had asked for more money for the remaining construction phases.”

“Unfortunately, we lack funds and the Government is not showing serious response for more fund allotment,” an official maintained. Significantly, under the section 23(i) of the NUSRl Act 04 of 2010 it is stated that the University shall be self-financed University which may generate fund from the following sources like any contribution made by the Bar Council of India or any contribution or grants as may be made by the State Government or any contribution or grants made by the University Grants Commission or the Central Government or any contribution made by the Bar Council of India trust or bequests, donations, endowments or other grants made by any private individual or institution. VC Nirmal had mentioned that NUSRl cannot attain ‘national status’ unless it does not shifts to its own building.
