A Bachelor of Physical Education ( B P Ed) course student Vidyasagar Nitiya Ram has locked horns with the management of his college Ramchander Chandravanshi Sharirik Mahavidyalaya Bishrampur.
The student has petitioned district legal services authority Palamu first and only on October 23 he filed a petition before the Nilamber Pitamber university.
Vidysagar has moved district legal services authority (DlSA) Palamu against this college for denying him registration in the session 2014 -15.
The DlSA has issued notices to the college and the Nilamber Pitamber university in this pre-litigation matter of Vidyasagar. The DlSA has fixed October 29 for mediation. The college and the NPU are to be there on this day said sources.
Vidyasagar has in his petition to DlSA Palamu contended that the college where he took his admission in the B P Ed course for the session 2014 -15 has sold his seat to other student despite his deposit of Rs 29,000 as tuition fee here in this college.
He wrote to DlSA that since his papers were not sent to NP university by this college he could not be registered and as such he could not sit for the 2015 B P Ed examination since no admit card for examination can be issued without the mandatory registration of the student which is done at the university only when the college sends the required paper/document in time to the university .
The Nilamber Pitamber university is equally disturbed the way the college has handled this case. Admission of student in college, student’s fee deposit in college, college’s sending of papers and documents of its students to university are all the sole and prime job and responsibility of the college concerned and the university has no role in all these affairs.
The NPU’s VC A N Ojha and Pro VC Bijay Singh have directed the office of the registrar of this university to issue show cause notice to this college.
The two tops of the university reiterated that prima facie this is an issue straight between this petitioner Vidyasagar and the college and no where any role of the university comes in.
The VC and the Pro-VC in consultation with two deans and acting registrar postponed the October 25 th B P Ed exam of this university in which Vidyasagar was struggling to sit but for his non registration he was unable to sit in the examination.
The NPU accorded priority to Vidyasagar issue knowing full well that it has no role or hand in his matter said NPU Proctor B K Gupta.
Sources in the university said Vidyasagar ought to have got this issue disposed of at the college level itself.
The NPU has show caused this college of B P Ed to explain this matter and the university is to appear in the mediation slated for October 29 by DlSA here.
